Overview: <br />The Implementation Lead is responsible for working closely with management on the development and implementation of all the annual renewal Blues private and public platform online enrollment exchanges. The role is responsible for developing and leading projects and teams to produce desired results.<br /><br /> <p><strong>WORKING CONDITIONS:</strong></p> <p>Work is performed in an office setting with no unusual hazards. Occasional travel is required.</p>
Responsibilities: <br /> <ul> <li>Support the performance of defined project scope and requirements</li> <li>Act as liaisons between business, product, sales, enrollment, and IT to define software requirements</li> <li>Develops project work plans for each client and coordinates with the various business units to identify business owners</li> <li>Experience with EDI, Web Services, SQL, XML, XSLT, Java, .Net, or other integration technology</li> <li>Understanding of the complete software implementation lifecycle - including integrations requirements gathering, design, development, testing, and move to production</li> <li>Experience leading an Integration workstream on a software implementation</li> <li>Demonstrated experience working with PMs, software engineers, data architects, application developers &amp; data scientists to plan out end-to-end solutions</li> <li>Assists management in strategic planning efforts and enhancement opportunities</li> <li>Develops and improves workflows and business processes to improve customer service, decrease costs, and improve quality and efficiency.</li> <li>Responsible for setting up and coordinating project workgroup meetings with vendor and business owners</li> <li>Interfaces with external and internal customers and vendors to identify and/or analyze business problems and develop solutions</li> <li>Develops and maintain process documents</li> <li>Tracks and reports to management on status of project deliverables and identifying challenges or risks</li> <li>Develops detailed plans and schedules, identifying goals, objectives, risks, and resource allocation</li> <li>Monitors project status for significant deviations in quality, cost, or schedule.</li> <li>Assists with the development of business cases for initiatives</li> <li>Troubleshoots and acts as liaison for IT, business, and/or Vendor for pre and post go-live production release/deployment issues and/or activities</li> <li>Organizes vendors build requirement documents and requests</li> <li>Collects and tracks all required data files and work with each vendor to confirm receipt and successful processing</li> <li>Coordinates and sets up enrollment file feed transfers for each vendor with appropriate IT areas</li> <li>Tests export files and confirms layout, configuration, and complete transfer of data and works with staff members on troubleshooting Issues</li> <li>Tracks and coordinates work efforts and tasks and work with the BCN and BCBSM areas to ensure completion</li> <li>Oversees the various daily enrollment file feeds and file transfer processes and work with vendor, IT, and business areas on resolution of issues/risks</li> <li>Sets up and assists in coordination of internal and external workgroup implementation meetings with business and IT areas. Works with team members on any required ongoing support for the defined builds.</li> <li>Act as an expert resource for all technical and business areas all functional and content areas associated with the platform</li> </ul>
Requirements: <br /> <p><strong>EDUCATION:</strong></p> <ul> <li>Bachelor&rsquo;s degree in a related field.</li> <li>Continuous learning, as defined by the Company&rsquo;s learning philosophy, is required.&nbsp;</li> <li>Project Management Certification or progress toward certification is highly preferred and encouraged.</li> </ul> <br /> <p><strong>EXPERIENCE:</strong></p> <ul> <li>Seven to ten years experience in a related field.&nbsp;</li> <li>Leadership and/or analytical experience with data, systems, and operations required.&nbsp;</li> <li>Medicare Advantage and Medicare Supplement product knowledge.&nbsp;</li> <li>Knowledge of the online enrollment rules and regulations as they apply to MA and Med supp product lines.&nbsp;</li> <li>Knowledge of online enrollment platform builds and required data elements for new development and implementation.</li> <li>Project management experience preferred.</li> </ul> <br /> <p><strong>SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED:</strong></p> <ul> <li>Solid organizational skills including attention to detail and multitasking skills</li> <li>Strong working knowledge of Microsoft Office and of project management tools</li> <li>Excellent analytical, organizational, problem-solving, and verbal and written communication skills</li> <li>Utilizes knowledge of the Project Management Institute's standards and terminology</li> <li>Ability to work independently, within a team environment, and with multiple priorities</li> <li>Proficient in current industry standard PC applications and systems (e.g., Access, Excel, and Word)</li> <li>Ability to work closely with the technical support team in understanding and resolving systems issues</li> <li>Ability to develop, implement, and monitor policies and procedures&nbsp;</li> <li>Ability to appropriately manage resources, budgets, issues, and risks for the successful completion of projects</li> <li>Must demonstrate leadership ability and team-building skills to effectively lead teams of non-direct reports to deliver outcomes</li> <li>Ability to manage cross-functional projects without supervision</li> <li>Build effective business relationships and partnerships across the organization to deliver outcomes</li> <li>Experience using continuous improvement tools and methods is preferred</li> <li>Ability to take on a business problem where a known solution does not exist and implement an improvement</li> <li>Ability to establish rapport and maintain customer satisfaction without compromising priorities</li> <li>Ability to interact with others to build consensus and get decisions implemented</li> <li>Ability to establish workflows, manages multiple projects, and meet necessary deadlines&nbsp;</li> <li>Ability to maintain confidentiality</li> <li>Medicare Advantage Product Knowledge</li> <li>CMS Online Enrollment rules and regulations and review and approval of CMS submission process</li> <li>Medicare Supplement product knowledge</li> <li>Regulations and rules around DIFS Medicare Supplement guaranteed issue and non-guaranteed issues enrollment</li> <li>DRX Software tools for consumers and Brokers</li> </ul>
