Overview: The Manager, Contracted Maintenance Services & Project Management, is responsible for inspections, maintenance, alterations, and repairs for all campus buildings, site infrastructure, and off-campus properties. Determines optimal balance between in-house labor and contracted services. Manages procurement, selection and award, contract negotiation, and on-site work by outside contractors to maximize efficiency and minimize disruption to campus operations. Assists the Senior Director of Operations and the Director of Deferred Maintenance & Capital Renewal with projects on campus including design support, soliciting quotes, distributing plans to contractors, estimating, reviewing submittals, and all other project related activities. Manages annual inspections and work required for compliance with operating guidelines, campus standards, state/local building codes, and other government regulations. These efforts will tie into ensuring facilities condition assessments are kept current and accessible.
Responsibilities: <ul> <li>Manages all contracted services for maintenance, alteration, and repair of Babson facilities and site infrastructure including but not limited to: inspecting spaces, and determining what should be updated/maintained, deciding when contracted services are appropriate, administering Request for Proposals (RFP), Invitation for Bids (IFB), Request for Information (RFI), selection and award, contract processing and negotiation, schedule review, and management, contractor building access, monitoring on-site work and providing quality assurance, ensuring maintenance and project work remains on schedule and within the approved budget, communicating and coordinating with project stakeholders and campus community, and addressing contractor issues as they arise.</li> <li>Determines scope and cost for faculty and staff project requests and manages approved projects, including minor office renovations, and working with the Campus &amp; Facilities Planner on all moves.</li> <li>Coordinates and schedules all contracted services with building occupants and campus community to avoid disruption to campus activities.</li> <li>Documents all maintenance and repair services in the Facilities CMMS (TMA) to ensure proper records available for all contracted maintenance and repair work.</li> <li>Coordinates with Assistant Director, Facilities Services to prioritize work orders and manage work order backlog. Occasionally fills in for Assistant Director, Facilities Services, and coordination of trades staff in their absence.</li> <li>Manages maintenance, repairs, and all services at off-campus properties, including the president&rsquo;s house.</li> <li>Assist in creating and maintaining a master Facilities campus project list. Helps with prioritizing projects, estimating project costs, project-scheduling needs, and creating full project scopes of work in conjunction with the Director of Deferred Maintenance and Senior Director of Operations.</li> <li>Working with the Campus &amp; Facilities Planner, reviews drawings to make sure they meet campus standards, are accurate, and properly coordinated; ensures utility as-builts and documentation of space changes are accurately captured and provided to Campus &amp; Facilities Planner for an update in Facilities systems such as GIS and simple floor plan drawings.</li> <li>Assists project team with field supervision of contractors and documents issues as necessary. Attends meetings as needed with the project team and issue meeting minutes where required.</li> <li>Responsible for management of projects up to $100,000. Works with architects and engineers to develop construction documents as needed. Creates RFP&rsquo;s and bids projects according to Procurement requirements. Coordinates contracting process for vendors. Develops and manages project schedule and notifies appropriate stakeholders and campus community. Manages all day-to-day project needs including assisting contractors with access to buildings; tracking project finances to align with the budget; ensuring projects are completed according to design, schedule, as specified; that all work meets the College&rsquo;s quality requirements; all project completion and closeout requirements have been met and documents archived (e.g. as-built drawings, O&amp;M manuals, warranty letters, affidavits, lien waivers, and full sign off of all town building permits).</li> <li>Assumes additional responsibilities as required.</li> </ul> <br /><strong>Supervises:</strong><br /> <ul> <li>Outside contractors</li> </ul>
Requirements: <ul> <li>Minimum Level of Education and Licenses Required: Bachelor&rsquo;s degree or equivalent work experience. Must hold and maintain a valid Construction Supervisor&rsquo;s License.</li> </ul> <br /><strong>Additional Required Skills and Abilities:</strong><br /> <ul> <li>At least 7-10 years of related experience and/or training; at least 3 of which were in a leadership position; or an equivalent combination of education and experience.</li> <li>Must show ability to function well in a team/community environment, preferably in a higher education setting.</li> <li>Ability to read and interpret documents such as contracts, safety rules, material safety data sheets (MSDS), architectural and mechanical drawings and specifications, operating, maintenance, repair, installation, and procedure instructions or manuals.</li> <li>Ability to write routine instructions, reports, logs, and descriptions of building system problems and needs.</li> <li>Ability to communicate effectively to describe and explain specific problems and operating requirements.</li> <li>Envisions and proposes new methods to perform tasks that support Babson&rsquo;s Entrepreneurial Thought &amp; Action (ET&amp;A); takes thoughtful risks; and accepts new and ongoing initiatives, objectives, and solutions to gain sought-after results.</li> <li>Anticipates and embraces change; demonstrates willingness to achieve, acquire, and utilize new skills and challenging tasks; and is flexible in changing conditions.</li> <li>Computer skills for effective communication via email and other software. Ability to use and learn job-related computer systems such as Building Automation System, Work Order System, Lutron lighting system, construction project management programs.</li> </ul> <br /><strong>Working Conditions:</strong><br /><strong>A. Physical Environment:</strong><br /> <ul> <li>Regularly exposed to wet and/or humid conditions.</li> <li>Occasionally exposed to moving mechanical parts; high precarious places; hazardous chemicals; outside weather conditions; and extreme heat.</li> <li>Occasionally exposed to fumes or airborne particles.</li> <li>Usually moderate noise level.</li> <li>Occasionally required to work extended hours without notice. Weekends, off hours, overnight, Holidays may be required to support Utility shutdowns and other scheduled project work.</li> <li>Required to participate in a rotating &ldquo;manager on call&rdquo; roll. As manager on call, you will be available by phone for 1 week at a time for any afterhours Facility related issues. Manager on call will call in the appropriate trade person to handle the after hour&rsquo;s emergency.</li> </ul> <br /><strong>B. Physical Demands</strong><br /> <ul> <li>Operates a motor vehicle on a daily basis.</li> <li>Regularly required to use hands to finger, handle, feel, stoop, kneel, crouch, or crawl.</li> <li>Frequently required to stand, walk, reach with hands and arms, talk or hear, and smell.</li> <li>Occasionally required to sit.</li> <li>Occasionally lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.</li> <li>Regularly climb and/or balance up to 10 feet, and frequently climb and or balance up to 25 feet. Able to use ladders, scaffolding, and other temporary building access systems.</li> <li>Regular use of close vision, color vision, depth perception, and ability to adjust focus.</li> <li>Must have had a valid unrestricted U.S. Driver&rsquo;s License for one year, and maintain throughout employment an insurable (as determined by the College&rsquo;s insurer&rsquo;s criteria) or a satisfactory driving record; must successfully complete and pass the College&rsquo;s vehicle training program within the first 60 days of employment; annual or more frequent review of employee&rsquo;s driving record based on the College insurer&rsquo;s criteria; and safety training as required by management.</li> </ul> <br /><strong>Additional Experience, Skills &amp; Abilities:</strong><br /> <ul> <li>Experience in construction management, architecture, engineering, or related field is preferred.</li> <li>Experience directing union staff members and direct oversight of General Contractors and contractors preferred.</li> </ul>
