Policy Analyst

Overview: <p>Working under the direction and guidance of senior staff, analyzes health care policy issues and assesses their impact on Blue Cross Blue Shield of MI in general and its social mission in particular.</p>
Responsibilities: <p>Develop and manage the body of information related to emerging health care policy at the national and state level.&nbsp;Evaluate and analyze health care policy issues and assess impact on BCBSM and its social mission. Work collaboratively with internal and external health care stakeholders in the evaluation and analysis of health care policy issues.&nbsp;Critique health care policy proposals; identify opportunities and trends. In collaboration with senior staff and director, support the development of&nbsp; BCBSM's social mission strategy and related initiatives. In collaboration with senior staff and director, author reports, white papers, position papers, presentations, strategies and impact statements for internal and external audiences, including executives. Work with various business units, including strategic planning, government affairs, product development, medical affairs, corporate communications and media, marketing, and strategy and performance management, to properly balance the needs of multiple constituents. Other duties may be assigned.</p> <p><strong>Departmental Summary</strong></p> <p>Analyst expectations:</p> <ul> <li>Conduct analysis of proposed and enacted federal regulations and legislation from the perspective of impact on BCBSM and its subsidiaries, with a focus on the Affordable Care Act and its implementing regulations.</li> <li>Develop expertise in assigned subject areas and provide recommendations to leadership regarding formal policy interpretations, implementation requirements, potential advocacy and policy development needs.</li> <li>Provide concise, cogent written and verbal analysis, and communicate comprehensive detail as necessary.</li> <li>Work collaboratively with BCBSM's Office of National Health Reform, Office of Federal Affairs and other business areas.</li> <li>Monitor external communications for impactful announcements that can influence policy interpretations and readiness efforts.</li> <li>Assist in the development of internal and external communications regarding assigned federal policy issues.</li> <li>Very strong interest in federal health policy.</li> </ul>
Requirements: <ul> <li>Bachelor's Degree in Political Science, Economics, Health Care Policy or related area; Master's Degree in related field such as economics, political science, health care policy, public health or community health care preferred. &nbsp;&nbsp;&nbsp;&nbsp;</li> <li>Four (4) years experience in at least one subject area; health care policy analysis, economics, legislative/congressional experience.</li> <li>Strong interest in working with health care policy makers and other constituents to develop health care policy options and strategies.</li> <li>Familiarity with health care reform issues such as individual and employer mandates, pooling of risk, ERISA.</li> <li>Demonstrated analytical, verbal and written communication skills, including public speaking.</li> <li>Strong interpersonal skills and ability to work with internal and external stakeholders including other policy analysts, legislators and other government. officials, lobbyists and clinicians.</li> <li>Demonstrated ability to analyze information and present in an understandable fashion to groups.</li> <li>Demonstrated ability to manage projects under the direction and guidance of senior staff.</li> <li>Demonstrated ability to work effectively as a team member with all areas of the corporation and external stakeholders.</li> <li>Demonstrated ability to work independently and with a high degree of creativity.</li> <li>Demonstrated proficiency in current industry standard PC applications and systems, including statistical packages such as SPSS.</li> <li>Extensive knowledge of the health care system, project management and other related fields.</li> <li>Other related skills and/or abilities may be required to perform this job.</li> </ul> <p><em>All qualified applicants will receive consideration for employment without regard to, among other grounds, race, color, religion, sex, national origin, sexual orientation, age, protected veteran status or status as an individual with a disability.</em></p>
