Overview: <br /> <p><strong>This position provides managerial leadership for the BCBSM Data Networking Team That provides LAN/WAN and security services to the BCBSM enterprise for both premise and cloud hosted environments.&nbsp; Initially, this position will have a higher support level for the daily production environment and will include incident ticket response and resolution, including off-hours response (on-call engineers). &nbsp;The position manages engineering team resources across the networking technologies which includes supplier and vendor management. &nbsp;Contributes to the future strategy and data networking roadmaps.&nbsp; The position will include leading the team in transition from delivery and support for all daily production operations to one more focused on design and delivery of data network services.&nbsp; This means providing design and delivery for services and new technologies, products and services being introduced by the BCBSM Enterprise Architecture Team through proof-of-concept pilots to enterprise deployments on a much larger scale from Controlled Introductions to General Availability to the BCBSM employees and customers.&nbsp; This transition will assure that what is deployed can be supported by the Operations and Managed Services Team that will have responsibility for daily operations once rolled out on those phases of deployment.&nbsp; Requirements for this position include but are not limited to:</strong></p>
Responsibilities: <br /> <ul> <li>Manage team for project assignment and tracking of Service Engineering Delivery as it pertains to Data Networking technologies and services.</li> <li>Manage day to day operations for network data services (e.g., MACD, ITIL disciplines regarding changes and incidents).</li> <li>Oversee network delivery process, streamlining processes where needed to obtain efficiencies in delivery while maintaining and increasing quality of delivery.</li> <li>Work with and respond as needed to internal/external auditors to meet SOC1/SOC2 and HiTrust requirements.</li> <li>Manage resource assignments to meet project milestones.</li> <li>Assure SLA&rsquo;s for KPI&rsquo;s are provided on a monthly basis for the recording/reporting for network data services and components.</li> <li>Motivates, leads, and directs team members towards reaching common team goals by encouraging and promoting teamwork, focusing on continuous improvement for delivery and support of data network services.</li> <li>Manage carriers as it relates to services for the BCBSM Enterprise (MPLS, P2P, Internet, Cloud exchange, etc).</li> <li>Oversee Telecom billing</li> <li>Annual Budget Planning and Tracking</li> </ul> <br /> <ul> <li>Manage the delivery of multiple services required to support the IT strategy.&nbsp; Contribute to the development of an IT strategy.&nbsp; Collaborate with department directors across the organization and key stakeholders for the coordination and alignment of objectives and functions across multiple functional areas.</li> <li>Work with business unit managers and form alliances on projects, operational decisions, scheduling requirements/ conflicts and vendor contract clarification.&nbsp; Plan, implement, direct, and monitor IT technology solutions to ensure successful fulfillment of end-user requirements, proper and accurate testing and sound implementation.&nbsp; Deliver solutions consistent within current context of overall architecture.&nbsp; Maintain and control budget, schedule and resources.</li> <li>Participate in an advisory board/governance committee (e.g., change management, architecture, data quality) to manage IT services demand.&nbsp; Provide input into demand management process and executes on plan.&nbsp; Manage the development of enterprise technology standards, governance processes, and performance metrics to ensure IT delivers value to the enterprise.&nbsp; Ensure adherence to policies, procedures, and standards.</li> <li>Plan, evaluate, and improve the efficiency of business processes and procedures to enhance speed, quality, efficiency, and output. Measure service performance.&nbsp; Identify opportunities for process improvements and then implement.&nbsp; Manage designated processes and is accountable for ensuring that established processes are followed.&nbsp; Support the user community in system and process matters/issues.&nbsp; Ensure efficient customer service to internal clients and external vendors.</li> <li>Develop, track, and control the IT annual operating budgets.&nbsp; Ensure department works within budget guidelines; track and take appropriate steps to stay within budget.</li> <li>Discuss work progress and obstacles. Establish measurable individual and team objectives that are aligned with business and organizational goals.&nbsp;&nbsp; Partner with direct reports to establish a career development plan that is aligned to achievement of performance and career goals. Implement organizational talent management processes, policies and procedures (e.g., staffing, EEO, diversity, performance management, career development, reward and recognition, and retention.)&nbsp;</li> <li>Identify the roles, skills and knowledge required to achieve organization goals.&nbsp;&nbsp; Forecast staffing requirements (e.g., headcount, skills).&nbsp; Ensure staff has the resources and skills needed to support all work initiatives.&nbsp;&nbsp; Participate in IT workforce deployment activities.</li> <li>Act as a change agent to implement and manage best practices within area of responsibility.&nbsp; Execute change through frequent, communication to staff and clients about the change and the impact of the change (individual and business).&nbsp;&nbsp; Generate appropriate communication, process and educational plans for mitigating the disruption of change.</li> <li>Approve vendor contracts within budget authority.&nbsp; Provide advice to the vendor relationship decision-making and contract development processes.</li> <li>Anticipate and analyze trends in technology while assessing the emerging technologies impacts.</li> <li>Other duties as assigned.</li> </ul>
Requirements: <p>"&nbsp;<strong>Qualifications</strong>"</p> <p><strong>EDUCATION AND/OR EXPERIENCE</strong></p> <ul> <li>Bachelor's degree in related field required.</li> <li>Seven (7) years of relevant IT and business/industry work experience with one (1) year of leadership experience in managing cross-functional teams or projects required.</li> <li>Experience in supervising and building relationships with people at all levels required.</li> </ul> <br /> <p><strong>OTHER SKILLS AND ABILITIES</strong></p> <ul> <li>Decision making, critical and strategic thinking skills ability to achieve or exceed planned outcomes.</li> <li>Must possess a combination of business, technical and leadership skills and competencies understanding of client's business needs, processes and functions</li> <li>Solid knowledge of IT infrastructure, architecture, application development and support, networks, and computer operations</li> <li>Written and verbal communication skills and the ability to influence others.</li> <li>Demonstrated ability to launch and deliver one or more IT projects on time and within budget.</li> <li>Ability to work with a variety of individuals and groups in a collaborative manner.</li> <li>Other related skills and/or abilities may be required to perform this job.</li> </ul> <br /> <p><strong>Department Preferences:</strong></p> <ul> <li>Bachelor&rsquo;s Degree in Voice/Data Networking, Security, Computer Science, Information Technology, or related field.</li> <li>Minimum seven (7) years of experience in Data Networking, including a minimum of three (3) years in a managerial leadership role.</li> <li>Experienced is Cisco routing, switching and wireless services.</li> <li>Experience with Firewalls.&nbsp; Check Point and Palo Alto experience is beneficial.</li> <li>Experience with Load Balancers/WAF.&nbsp; F5 Networks and Silverline experience is beneficial.</li> <li>Voice Networking and Collaboration Services experience is beneficial.</li> <li>Experience with Contact Center Technologies including Cisco Finesse is beneficial.</li> <li>Strong written and verbal communication skills.</li> <li>Good organization skills to balance Day 2 operations (MACD, Incident/Problem/Change Management) with incoming projects, effectively providing leadership in both areas by effectively providing direction and work assignments to team members.</li> <li>Comfortable in working in a fast-changing environment and with changes and advances in voice technologies.</li> </ul>
