Overview: <p><span style="font-family: Arial; font-size: small;"><strong>Department Job Summary:</strong></span></p> <p><span style="font-family: Arial; font-size: small;">Provides consultative analysis on regulations and legislation impacting Medicare and Medicaid, to assess the strategic impact on BCBSM&rsquo;s Medicare and Medicaid business areas, and the political likelihood of change. Develops public policy solutions to influence government policy and legislative direction to improve the regulatory and economic environment in which Blue Cross Blue Shield of Michigan and its subsidiaries operate. Ability&nbsp;to&nbsp;apply&nbsp;advanced&nbsp;knowledge&nbsp;of&nbsp;Medicaid or&nbsp;Medicare&nbsp;to the business&nbsp;context&nbsp;and advocacy&nbsp;positioning. Conduct high-level and detailed analyses of regulations and legislation regarding Medicare or Medicaid, including budget legislation, payment reform, program rules, etc. Proactive&nbsp;advocacy&nbsp;strategy&nbsp;development&nbsp;for Medicare or Medicaid,&nbsp;to&nbsp;improve&nbsp;access&nbsp;to&nbsp;health&nbsp;care,&nbsp;improve&nbsp;health&nbsp;care&nbsp;quality&nbsp;and&nbsp;reduce&nbsp;health&nbsp;care&nbsp;cost. Advise&nbsp;executives&nbsp;and&nbsp;directors&nbsp;on&nbsp;Medicare and Medicaid&nbsp;advocacy&nbsp;positions,&nbsp;advocacy&nbsp;strategy&nbsp;and&nbsp;implementation&nbsp;requirements.</span></p> <p><span style="font-size: small;">Under limited supervision monitors and provides consultative analysis on state and federal public policy regulations and legislation to assess the impact on organizational processes and strategy, and the political likelihood of the intended change. Develops public policy solutions to influence government policy and legislative direction to improve the regulatory and economic environment in which Blue Cross Blue Shield of Michigan (BCBSM) and its subsidiaries operate.</span></p>
Responsibilities: <ul><li>Develop organizational responses or positions relative to existing, proposed or potential policies.</li><li>Develop strategies to mitigate or leverage the impact of public policy on BCBSM.</li><li>Educate business leaders on the consequences or opportunities of legislation and regulation.</li><li>Collaborate with Blue Cross Blue Shield Association (BCBSA) and America’s Health Insurance Plans (AHIP), while representing BCBSM in industry meetings, and discussions on public policy and advocacy approaches.</li><li>Develop and present executive level presentations on public policy concerns, recommendations and advocacy.</li><li>Advise executives and directors on advocacy positions, advocacy strategy and implementation requirements.</li><li>Proactive idea generation and advocacy strategy development to improve public policy and achieve organizational goals to improve access to health care, improve health care quality and reduce health care cost.</li><li>Maintain knowledge on the evolving policy and political environment and remain current on public opinions.</li><li>Lead collaboration meetings with internal stakeholders to understand analyses, disseminate details, discuss advocacy positions and develop strategies on policy changes. </li></ul>
Requirements: <ul> <li>Bachelor&rsquo;s degree in public health, public policy, political science, law or related field is required. Master&rsquo;s degree in a related field or Juris Doctorate (JD) is preferred.</li> <li>A minimum of five (5) years of experience in public policy, government affairs, state or federal government, a policy institute or consultancy, political or policy work for a state or federal legislator or other related experience is required.</li> <li>Advanced knowledge of the healthcare regulatory landscape, commercial health reform, health policy, legislative and executive government branches, advocacy groups, and political parties.</li> <li>Ability to understand how regulatory and legislative changes translate to business impact.</li> <li>Ability to analyze and synthesize very detailed and complicated documentation, regulations and legislation.</li> <li>Ability to draw conclusions from health policy and the business environment to develop insights on how policy making could impact the industry and business in the future.</li> <li>Advanced ability to effectively interface and present to audiences of different sizes and levels in the organization and externally.</li> <li>Advanced written and oral communications skills.</li> <li>Ability to manage competing priorities and projects.</li> <li>Intermediate proficiency with Microsoft Office suites.</li> </ul> GOVERNMENT PROGRAMS<br /> <ul> <li>A minimum of five (5) years of experience at a Medicaid or Medicare health plan, Medicaid state department, working on Medicaid or Medicare at the Center for Medicare or Medicaid Services (CMS), policy work on Medicaid or Medicare at a policy institute or consultancy or other related experience is required.</li> <li>Advanced knowledge of Medicaid, Medicare (traditional Medicare, Medicare Advantage, and Part D) or pharmacy public policy to include the policy and political context in which applicable policymaking occurs.</li> <li>Advanced knowledge of public perception on Medicaid, Medicare or pharmacy and how it differs amongst various stakeholders, advocacy groups and political parties.</li> <li>Ability to apply advanced knowledge of Medicaid, Medicare and pharmacy to business context, contracting trends and advocacy positioning.</li> <li>Lead analyses of appropriations, budget boilerplate, wavier proposals, payment reform, call letters, program rules, CMS requests for information etc.</li> <li>Ability to strengthen Medicaid advocacy by recommending positions, strategizing approaches, and writing amendments.</li> <li>Lead advocacy and strategy calls with Blue Cross Complete (BCC) and AmeriHealth, or Medicare business areas.</li> <li>Collaborate with Blue Cross Blue Shield Association (BCBSA) and American Health Insurance Plans (AHIP) while representing BCBSM on industry meetings, discussions on public policy and advocacy approaches.</li> </ul>
