Overview: <strong><span style="font-family: arial; font-size: small;">The Portfolio Manager will be accountable for an assigned BCN business portfolio in conjunction with all related work managed by the Operations Performance Management division in BCN.&nbsp; Responsible for building relationships with functional areas.&nbsp; The position supports the Director of Operations Performance Management and has responsibility for oversight on work efforts that develop within the Portfolio Manager&rsquo;s assigned business portfolio.</span></strong>
Responsibilities: <ul> <li>Assist business area in evaluating current state and working collaboratively with them to identify improvement opportunities that support meeting their business objectives.</li> <li>Coordination with BCBSM functional areas</li> <li>Oversight and coordination of Open Enrollment activities</li> <li>Oversight and coordination of Annual Go To Market tasks</li> <li>Build effective relationships with business area leadership and staff and other support areas (e.g., Business Configuration Unit, Information Services).</li> <li>Support individual project managers in all project related activities, and ensure that all projects managed in assigned business portfolio adhere to delivering operational excellence</li> <li>Oversight/accountability of successful completion of portfolio initiative goals and objectives as defined within the initiative.</li> <li>Prioritize initiatives in collaboration with the business areas, stakeholders and/or acting as project manager when necessary.</li> <li>Define initial scope definition in support of identified portfolio opportunities.</li> <li>Develop and monitor of project timeline(s) and project plans(s).</li> <li>Track portfolio related success measures identified. Develop process metrics and corrective action plans.</li> <li>Track market trends and influences on the industry.</li> <li>Identify, document and communicate organization risks, inconsistencies, tactical and strategic product and process improvement opportunities for assigned business area (s).&nbsp;</li> <li>Stay aware of industry trends and influences that may affect Blue Care Network and or portfolio functional area in its quest to become best-in-class.</li> <li>Other duties may be assigned.</li> </ul>
Requirements: <ul> <li>Bachelor's degree in business or health care administration, computer or engineering fields required, masters level degree a plus</li> <li>Five - seven years&rsquo; experience in project management with a focus on administration of large-scale and complex projects such as business consolidation, re-engineering or product line implementation required.</li> <li>Demonstrated effectiveness in a project management role within BCN or health care arena preferred.&nbsp; Industry knowledge preferred.</li> <li>Demonstrated ability to organize and analyze projects in collaboration with business owners in conjunction with corporate business goals and in consideration of internal and external factors.</li> <li>Demonstrated ability to assist business area in identifying business requirements, risks, and steps needed to achieve deliverables required.</li> <li>Demonstrated ability to build, motivate and lead cross-functional teams to accomplish program results required.</li> <li>Ability to analyze both internal and external factors and assess potential effects on projects/organizational goals required.</li> <li>Ability to lead large scale projects while effectively managing organizational change required.</li> <li>Prior management experience including staff development preferred.&nbsp; Prior experience with relationship building and development required.</li> <li>Experience working with/managing the effectiveness of outside contracted resources and consultants preferred (as needed).</li> <li>Significant knowledge of methodologies and practices for project control, tracking and status reporting.</li> <li>Capabilities to identify and quickly resolve issues which may impede program time/cost/quality objectives required.</li> <li>Strong organization, administrative and interpersonal skills</li> <li>Must be action oriented, quick learner, and ambitious.</li> <li>Analytical, problem-solver with excellent verbal and written communication skills</li> <li>Project/Program and change management skills required.</li> <li>Business process redesign and process improvement skills preferred.</li> <li>Must demonstrates initiative, ownership, and accountability.</li> <li>Completion of Total Quality course(s) or equivalent experience (e.g. 'Six Sigma' Business Process Re-Engineering, Malcolm Baldridge) a plus</li> <li>Operational experience preferred.</li> <li>Supervisory experience required.</li> <li>Experience with project management methodology and tools for project control, tracking, and status reporting required.&nbsp; Experience with project management applications, presentation development tools, and analysis tools required.</li> <li>Experience working with internal and external customers required.</li> <li>Experience organizing and facilitating effective meetings required.</li> <li>Must be prepared to work under pressure and in conjunction with timeframes and demands to support and meet customer exceptions.</li> <li>Must be able to attend regular on-site meetings with assigned business portfolio resources in support of the portfolio management relationship.&nbsp;&nbsp; Will need to be able to attend off-site meetings.</li> <li>Experience developing and carrying out executive level presentations.&nbsp;</li> <li>Completion of project management certification or business process improvement certification a plus</li> <li>Experience with Business Readiness (e.g. Business Processes) preferred</li> <li>Demonstrated ability to identify and manage project issues and risks which may impede program time/cost/quality objectives.</li> </ul>
