Overview: Blue Cross Blue Shield of Michigan is seeking a Systems Analyst III in Detroit, MI.
Responsibilities: Plan, develop, test, and implement IT system solutions that improve business efficiency and productivity as well as support business strategies and goals. Identify and communicate business needs and translate business requirements into technical system and functional specifications. Support one or more highly complex or critical business process or system. Perform design and integration of technical solutions that cross multiple functions of the business. Act as the project team member for projects large in scope and high complexity. Participate in business short-term and long-term planning sessions to ensure understanding of business goals, direction, and business requirements. Develop cost estimates for the planning of new systems or enhancements for assigned systems. Serve as a liaison between business areas and the IT organization and vendors in coordination with project managers to provide technical solutions that address user needs. Translate business requirements into technical requirements. Formulate and define system scope and objective based on user needs and understanding of business processes. Develop, write, and communicate systems design, functional system specifications and functional architecture analysis. Ensure completeness of technical requirements and functional architecture analysis for the design and implementation of system business solutions. Identify gaps or issues. Understand and analyze customers&rsquo; systems and capabilities to determine strengths and weaknesses and provide system improvements and modifications. Review test plans and monitor testing process to ensure that business results are adequately tested with minimal risk. Develop user and system test cases and validate test results during testing. Analyze testing results to ensure the solution meets the needs of the business. Document system modifications. Develop system manuals, system training materials, and system enhancement communication. Investigate problems and develop recommendations for resolution. Gather data to support recommendations to address problems with appropriate contingency plans. Work closely with developers and end users to ensure technical compatibility and user satisfaction. Conduct feasibility studies and draft proposals for evaluation by appropriate users and managers. Provide input into expenditures based on the size, scope, and cost of hardware and software components. Participate in the evaluation, selection and application of new and emerging tools and techniques. Analyze technology trends to determine impact to the achievement of business goals. Provide input for the development of Service Level Agreements (SLAs) and selection of vendors. Evaluate performance against SLAs and recommend changes for improvement. Help develop forecasts for services required from vendors. Coach and mentor less experienced team members.
Requirements: Bachelor&rsquo;s degree/equivalent in Engineering, Computer Science, or related field (Employer will accept one (1) year of directly related experience in lieu of one (1) year of college) and five (5) years of experience in the job offered or as a Senior Systems Analyst, Technology Specialist, Project Engineer, or related role. Must have five (5) years of experience with each of the following: analyzing data using Cognos and Microsoft Excel; performing root cause analysis and formulating a corrective action plan; supporting business partners, vendor partners, and other IT areas in a production support environment; developing test cases and gathering test data; executing system integration tests (SIT) and user acceptance tests (UAT); documenting business requirements; and system solution development, testing, and implementation. Must have three (3) years of experience with each of the following: performing proactive application systems monitoring; and gathering requirements and configuring Accumulators and Consumer Driven Healthcare systems. Must have two (2) years of experience analyzing incident log and formulating proactive action plan for accumulator systems.
