$63,387.79 - $83,988.95 Annually

Overview: To perform high level engineering work relating to the permitting, design and construction of projects within the City. The work also involves the review of the design for proposed public site development plans and utility systems for compliance with City, county, state and federal government construction and environmental protection requirements. This is a contract, full-time position.
Responsibilities: <ul> <li>Evaluates proposed projects, using accepted civil engineering and architectural practices for compliance with City, county, state and federal government construction and environmental protection requirements.</li> <li>Performs or directs the technical review of designs, drawings and plans for public utilities, storm drainage, building construction and site development projects for compliance, accuracy and suitability with respect to established professional engineering concepts, practices and design parameters.</li> <li>Prepares or reviews engineering calculations for project design features such as hydraulics, horizontal curvatures, vertical profile grades, hydrology, drainage pipe sizes and slopes and other utilities and storm drainage issues.</li> <li>Advises the Department Director or designee as appropriate, regarding planning, construction and maintenance of projects and/or facilities.</li> <li>Reviews plans submitted by engineers, consultants and contractors to ensure adequacy and accuracy with respect to City, county and federal utilities and environmental protection requirements.</li> <li>Inspects construction projects to determine compliance with plans and specifications and City, county, state and federal construction and environmental protection requirements.</li> <li>Responds to complaints from and makes presentations to governmental bodies and public entities including community based groups at various public forums and elsewhere as required.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that would be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <strong>Minimum Qualifications</strong><br /> <ul> <li>Bachelor Degree from an accredited college or university in mechanical, civil, sanitary, environmental engineering.</li> <li>Ability to possess and maintain a Professional Engineer License by the Florida Department of Professional Regulation within 6 months of hire.</li> <li>Three (3) years civil and/or environmental engineering experience in project management to include supervision of personnel, preferably related to public works and/or utility construction projects, including stormwater planning Or an equivalent combination of education, training, and experience that would provide the necessary knowledge, skills and abilities.</li> <li>Possession of and ability to maintain a valid Florida Driver's License is required.</li> </ul> <strong>Job Based Competencies</strong><br /> <ul> <li>Knowledge of civil engineering and architecture principles, concepts, design methods, practices, procedures, processes and operations for utilities, roadway, site development, building construction and stormwater drainage concepts and design.</li> <li>Knowledge of federal, state and local codes related to the permitting, design and operation of roadway, drainage and other utility system and site development projects.</li> <li>Working knowledge of Computer Aided Design (CAD) and Geographic Information Systems (GIS) and the ability to supervise the work of CAD and GIS operators.</li> <li>Knowledge of contracts and other legal documents relating to project planning and approval, site development, construction and environmental compliance.</li> <li>Knowledge of City, state, county and federal government statutes, codes, ordinances regulations and other requirements relating to utilities construction, site development, building construction and stormwater drainage projects.</li> <li>Knowledge of program planning/project management and evaluation principles and procedures.</li> <li>Knowledge of potential safety hazards and applicable safety precautions.</li> <li>Skill in the use and maintenance of engineering tools, equipment and/or instruments.</li> <li>Ability to design public works construction projects.</li> <li>Ability to analyze and interpret engineering plans, specifications, drawings and related data.</li> <li>Ability to make engineering computations, engineering drawings and plans using CAD applications.</li> <li>Knowledge of critical path project scheduling, methods of data planning, organization, collection and analysis and the use thereof in the preparation of effective reports and presentations.</li> <li>Ability to plan and review projects, make accurate cost and environmental impact estimates, and to inspect work for compliance with plans, specifications and regulatory requirements.</li> <li>Ability to plan, direct, manage and supervise subordinate staff.</li> <li>Ability to prepare and present complete, accurate and coherent reports.</li> <li>Ability to communicate effectively and clearly, both orally and in writing.</li> <li>Ability to establish and maintain effective working relationships with Utilities, Public Works and Engineering staff, staff of other City Departments and Offices, other governmental entities, vendors, developers, contractors and the public.</li> </ul>
