Overview: To manage, supervise, administer and maintain quality control of the City's infrastructure maintenance for the Public Works Department to include the personnel assigned to the unit.
Responsibilities: <ul> <li>Supervises section supervisors, crew leaders, and other subordinates in the performance of duties, which relate to the operation and maintenance of the Street &amp; Highway division.</li> <li>Establishes and maintains preventative maintenance programs for varied systems and equipment requirements.</li> <li>Assists in the planning and implementation of operations budgets; prepares recommendations for expenditures on equipment and operations budgets.</li> <li>Maintains work schedules and time records of subordinate employees and prepares reports on labor activities.</li> <li>Assures the development and implementation of safety programs, in coordination with the Risk Management Division, for assigned organizational areas which are in compliance with mandated Federal and State regulations; and assures, to the extent practicable, voluntary compliance with other federal safety regulations.</li> <li>Oversees and supervises complex street and highway maintenance projects, ensuring conformance to work plan and orders.</li> <li>Plans work projects and work schedules; makes cost, time and labor estimates</li> <li>Inspects maintenance, repair, installation, and construction sites and gives technical advice and assistance to crew supervisors; maintains records and makes reports.</li> <li>Receives requests for emergency and unscheduled work and coordinates completion of task.</li> <li>Assists crew supervisors and skilled workers on difficult jobs.</li> <li>Coordinates the use of available equipment, materials, and personnel to obtain maximum effectiveness and economy.</li> <li>Manages and directs special events involving Street and Highway division.</li> <li>Plays a key role in the department's emergency response plan.</li> <li>Owns results of the work product generated by division or unit; takes responsibility and accountability of results.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position.&nbsp; Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.</li> </ul>
Requirements: Minimum Qualifications <ul> <li>Associate degree with an emphasis on Engineering or related field</li> <li>Five (5) years experience in the field of maintenance operations, three (3) of which were in a supervisory capacity</li> <li>or the equivalent in education, training, and experience which would provide the necessary knowledge, skills and abilities.</li> <li>Class B Commercial Driver's License or the ability to obtain one within 6 months</li> <li>Advanced MOT Certificate or the ability to obtain within 6 months</li> </ul> Job Based Competencies <ul> <li>Ability to manage and supervise contracts i.e. resurfacing and sidewalk replacement</li> <li>Thorough knowledge of the methods, practices, equipment and tools used in the construction, repair, operation and/or maintenance of projects and facilities relative to street and highway maintenance</li> <li>Ability to read blueprints</li> <li>Ability to plan, direct, and coordinate the activities of occupational groups engaged in work projects.</li> <li>Ability to plan and coordinate work projects and work schedules</li> <li>Ability to conduct financial studies and make budgetary recommendations</li> <li>Ability to make cost, time and labor estimates and materials needed for projects.</li> <li>Ability to understand and effectively carry out complex oral and written instructions and make reports as required.</li> <li>Ability to establish and maintain effective working relationships with subordinates, associates, City officials and the general public.</li> </ul>
