Overview: To administer the Sarasota Office of Housing and Community Development (OHCD), a joint City of Sarasota / Sarasota County department. The position is responsible for developing the Sarasota Consolidated and Local Housing Assistance Plans for Sarasota County and the cities of North Port, Sarasota and Venice. It is responsible for implementing federal and state housing and community development grants for both the City of Sarasota and Sarasota County including the Sarasota County and City of Sarasota Community Development Block Grant, Sarasota County Emergency Solutions Grant, Sarasota Consortium HOME and State Housing Initiatives Partnership Grant Programs and other grant and housing programs as assigned. The position is responsible for ensuring that grant funds are spent on eligible activities and in compliance with all federal and state rules. The position is responsible for coordinating and working with private developers, non-profit housing providers and public housing authorities applying for Low Income Housing Tax Credits and other funding opportunities. The position hires, supervises, and evaluates OHCD employees who administer the countywide housing rehabilitation and down payment assistance programs. The work is performed under the direction of the City / County Management Team which is the City Manager, or designee and County Administrator or designee.
Responsibilities: <ul> <li>Responsible for the preparation of the Sarasota Consolidated and Local Housing Assistance Plans.</li> <li>Responsible for the administration of the City of Sarasota and Sarasota County Community Development Block Grant, Sarasota Consortium HOME Grant, Sarasota County State Housing Initiatives Partnership Program and Emergency Solutions Grant programs.</li> <li>Develops spending plans, policies, procedures, and guidelines for the disbursement of funds in compliance with Federal, State, County and City rules, regulations, and guidelines in consultation with housing providers and the public.</li> <li>Responsible for completing annual reports according to program regulations; maintaining appropriate records according to program requirements; monitoring each program and ensuring proper budgeting and reporting of resources; respond to questions from funding agencies, internal and external auditors and from the public.</li> <li>Develops projects, financing concepts and coordinate with private developers applying for Low Income Housing Tax Credits.</li> <li>Coordinates and works with the Housing Finance Authority of Lee County and other county housing providers on multi-family and single-family bond programs.</li> <li>Coordinates and works with local public housing authorities on redevelopment opportunities;</li> <li>Works with the local Continuum of Care to develop programs to reduce the number of homeless individuals and families in Sarasota County;</li> <li>Works with non-profit housing developers to fund local projects, increase their capacity and identify other funding resources;</li> <li>Monitors past housing and community development projects for compliance with funding agreements and federal and / or state regulations related to long term affordability and administer and service the OHCD loan portfolio.</li> <li>Responsible for the supervision of OHCD employees; conducts meetings; assigns and reviews work assignments; provides training and development; assists with problem solving; conducts performance evaluations; makes pay recommendations; interviews, hires, promotes and handles disciplinary problems as needed.&nbsp;&nbsp;</li> <li>Responsible for making presentations to the Sarasota County Commission and Sarasota City Commission on grant and housing programs and activities.</li> <li>Responsible for the administration of the Sarasota County Housing Rehabilitation and Down Payment Assistance Program.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position.&nbsp; Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.</li> </ul>
Requirements: <strong>Minimum Qualifications</strong> <p>&nbsp;</p> <ul> <li>Bachelor Degree from an accredited college or university in Public Administration, Urban Planning, Housing, or related field.</li> <li>Ten (10) years of progressively responsible experience with at least five (5) years in an administrative or supervisory capacity in community development and housing or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.</li> <li>A Master Degree in a related field may be substituted for two (2) years of experience.</li> <li>Possession of and ability to maintain a valid State of Florida Driver's License is required.</li> </ul> <p>&nbsp;</p> <strong>Job Based Competencies</strong> <p>&nbsp;</p> <ul> <li>Knowledge of applicable local, State, and Federal laws, rules and regulations including HOME, SHIP, Emergency Solutions Grant, and Community Development Block Grant Programs.</li> <li>Knowledge of accepted relocation procedures for displaced individuals, families, and businesses.</li> <li>Knowledge of the principles and practices of public relations.</li> <li>Knowledge of the local community and available public and private housing facilities.</li> <li>Knowledge of public and private loan, grant, and financing programs available including their eligibility requirements.</li> <li>Ability to plan, organize, develop, implement, monitor, and evaluate housing and community development programs.</li> <li>Ability to interpret laws and regulations.</li> <li>Ability to present ideas clearly and concisely, both orally and in writing.</li> <li>Ability to assign, supervise, and evaluate the work of subordinates.</li> <li>Ability to communicate with the general public, contractors, landlords, advisory groups, homeowners, builders, developers, attorneys, auditors, and others in a professional and courteous manner.</li> <li>Ability to establish and maintain effective working relationships with fellow employees, superiors and the general public is necessary.</li> </ul>
