Overview: Collect, review and evaluate client information to determine eligibility for participation in housing rehabilitation, utility connection assistance, down payment assistance programs, rental housing and similar programs. To assist the Loan Development Manager with the acquisition, processing and closing of real estate transactions. Confer with clients, non-profit organizations, contractors, building inspectors, realtors, attorneys and closing agents and making recommendations to designated supervisor.  Additional skills testing in Microsoft Word is required.
Responsibilities: <ul> <li>Informs clients of program rules, procedures and monitors completion of required forms.</li> <li>Provides information to potential rental owners and housing contractors about housing program requirements, processes and procedures.</li> <li>Sets up and maintains necessary files and records and follows up on pending matters to resolve problems, answer questions, or to obtain or provide additional information.</li> <li>Performs necessary research of information/data and prepares correspondence/reports.</li> <li>Confers with attorneys and others and assures proper execution of all necessary documentation.</li> <li>Collects, reviews and evaluates household financial and personal data to determine program eligibility.</li> <li>Assembles application packages for designated supervisor review and approval.</li> <li>Compiles and prepares loan closing packages, construction documents, and housing assistance contracts and follows up on post closing requirements to obtain or provide additional documentation or assistance as required.</li> <li>Tracks client project status and communicate progress to management.</li> <li>Informs non-profit agencies of program rules, procedures, and monitors completion of required forms.</li> <li>Researches annual federal HOME grant income limits and State of Florida SHIP income limits; update program materials as needed.</li> <li>Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that would be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position.</li> </ul>
Requirements: <strong><strong>Minimum Qualifications<br /></strong></strong> <ul> <li>Any combination of education and experience equivalent to graduation from an accredited two-year college</li> <li>Four (4) years of practical experience in banking, housing or a closely related field</li> <li>Knowledge of real estate is required</li> </ul> <br /><strong><strong>Job Based Competencies:<br /></strong></strong> <ul> <li>Comprehensive knowledge of real estate mortgage transactions, ability to read closing statements, title searches, and real estate contracts for residential properties. &nbsp;</li> <li>Ability to interpret objectives, policies, rules, regulations, standards, procedures and real estate closings.</li> <li>Ability to establish and maintain effective working relationships with fellow employees, supervisors, applicants, vendors, attorneys, public officials, and others.</li> <li>Proficiency in general office software such as Word and Excel.</li> <li>Ability to operate a personal computer using program applications appropriate to assigned duties and responsibilities.</li> <li>Ability to interpret, apply and verify, Federal, State and local housing assistance eligibility requirements.&nbsp;</li> </ul>
