Overview: To perform generalist functions in the administration of the City's personnel program within the Human Resources Department. Writing samples and additional testing may be part of the interview process.
Responsibilities: &bull; Assists and participates in administering classification, compensation, training, testing, recruitment and research programs within the City.<br />&bull; Provides quality customer service to city departments, city personnel and applicants in a variety of human resource topics.<br />&bull; Responsible for a variety of human resource functions; will be cross-trained and perform in a number of different HR functions and responsibilities.<br />&bull; Responds to questions, counsels, and advises employees and supervisors on personnel policy and procedures, personnel programs and their related polices.<br />&bull; Conducts on-site audits and interviews with incumbents and supervisors for a variety of subjects and prepares reports.<br />&bull; Conducts studies of a variety of programs such as pay plan problems and inequities, Fair Labor Standards Act (FLSA) interpretations and standards and recommends corrective actions based on these studies.<br />&bull; Develops, interprets, and recommends policies and procedures and new or revised Personnel Rules on a variety of human resources matters.<br />&bull; Participates and represents Human Resources Department with department heads and other City officials and employees and with officials and employees of other state and local governments as assigned.<br />&bull; Makes independent decisions, as assigned, consistent with the formal personnel system rules and regulations and the established departmental policies and procedures.<br />&bull; Provides technical assistance regarding personnel software operations, researches problems and recommends solutions and methods of data maintenance.<br />&bull; Designs, conducts, and analyzes surveys to recommend competitive information to attract, motivate, and retain employees; reviews responses, analyzes data utilizing compensation methodologies and statistics.<br />&bull; The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <strong>Minimum Qualifications<br /></strong><br />&bull;&nbsp;Bachelor Degree from an accredited college or university in Human Resource Management, Public Administration, Business or related field.<br />&bull;&nbsp;Three (3) years of human resource management experience; or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.<br />&bull;&nbsp;PHR/SPHR certification is preferred.<br /><br /><strong>Job Based Competencies:<br /><br /></strong>&bull; Knowledge of personnel administration, including accepted methods and practices of classification, compensation, training, testing and research techniques.<strong><br /></strong>&bull; Knowledge of principles of governmental organization and administration.<br />&bull; Ability to develop agendas, conduct meetings and complete projects.<br />&bull; Ability to develop and implement "branded" style of Human Resources communications.<br />&bull; Ability to function in a team environment by assisting in time-sensitive projects and accepting assignments by other team members as needed to produce a quality departmental product.<br />&bull; Knowledge of databases, report writing and Microsoft Office suite products.<br />&bull; Ability to communicate effectively, orally and in writing.<br />&bull; Ability to work in a fast-paced environment.<br />&bull; Ability to conduct research, complete surveys and prepare reports of findings, and to maintain confidentiality of employee privacy information and data.<br />&bull; Experience in interviewing and processing applicants, providing payroll and employee benefit informational data, and other related human resource functions is desired.<br />&bull; Ability to establish and maintain effective working relationships with other employees, City officials, job applicants and the general public is required.<br />&bull; Knowledge of City Personnel Rules and Regulations and ability to direct employees to this information when requested.<br />&bull; Ability to work independently to solve problems and make sound decisions based on available information.<strong><br /></strong>
