Overview: The City of Sarasota has recently launched paid parking on St. Armands Key, and is now operating three (3) paid public parking garages.&nbsp; Approximately 1200 metered spaces are expected to be added by late summer.<br /><br />This position will&nbsp;oversee the daily operations and supervision of the City of Sarasota parking system, consisting of on- and off-street spaces, meter parking, parking garages, enforcement, collections of fines, permit fees and maintenance of parking facilities.&nbsp; Note:&nbsp; Salary is negotiable.
Responsibilities: <ul> <li>Oversees the daily activities of staff and operations and ensures proper implementation and maintenance of the parking program.</li> <li>Ensures staff utilizes approved procedures for money handling, ticket controls, cashiering and collections, communications, facility and equipment operational protocols.</li> <li>Utilizes and interprets City ordinances to ensure compliance with state laws and recommends changes on parking issues, directing enforcement staff and use of parking ordinances.</li> <li>Manages assigned parking projects and works successfully with vendors to ensure completeness of work and follow-up as needed to ensure full system functionality.</li> <li>Prioritizes responsibilities and effectively manages various assignments within time constraints using sound organizational skills.</li> <li>Receives public comments, concerns and suggestions regarding any parking service deficiency and responds in a professional manner, supporting the interests of the City, its citizens and stakeholders.</li> <li>Implements administrative procedures and makes sound recommendations for program improvement, increasing efficiency and productivity.</li> <li>Performs liaison functions with businesses, residents and associations in parking areas who require information or resolution of issues.</li> <li>Performs interviews of potential candidates for all parking positions.</li> <li>Works with City Staff to maintain and protect the supply of public parking inventory and proper uses of public parking spots.</li> <li>Plans, assigns, monitors and provides management direction to staff; evaluates performance and provides feedback, coaching, and technical and customer service training.</li> <li>Monitors employee and facility safety, ensuring proper use of PPE and adequate procedures are utilized to keep the public and employees safe.</li> <li>Assists the Parking Manager in preparing written Standard Operating Procedures for each function of the parking program, including requirements for the safe performance of duties.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <strong><strong>Minimum Qualifications:<br /></strong></strong> <ul> <li>Bachelor's Degree from an accredited college or university in public administration, business administration or related field&nbsp;<strong>AND</strong>&nbsp;two (2) years of progressively responsible experience overseeing a parking operations program with at least one (1) of those years in a supervisory capacity;&nbsp;<strong>OR</strong></li> <li>Associate Degree from an accredited college or university in public administration, business administration or related field&nbsp;<strong>AND</strong>&nbsp;three (3) years of progressively responsible experience overseeing a parking operations program with at least two (2) of those years in a supervisory capacity.</li> <li>Possession of and ability to maintain a valid State of Florida Driver's License is required.</li> <li>Ability to obtain FDLE Certification for Parking Enforcement within six (6) months of hire.</li> <li>Certified Administrator of Public Parking (CAPP) certification is preferred.</li> </ul> <br /><strong><strong>Job Based Competencies:<br /></strong></strong> <ul> <li>Knowledge of the statutes, laws, regulations and ordinances involved in the operation of on-street and off-street parking facilities.</li> <li>Knowledge of parking garage revenue controls and proper use of basic financial controls.</li> <li>Knowledge of fundamental parking garage/lot maintenance practices, including basic trouble-shooting knowledge for PARCs.</li> <li>Ability to communicate effectively, both orally and in writing.</li> <li>Ability to proficiently utilize personal computer business applications, parking software, hardware, Excel spreadsheets and other programs.</li> <li>Ability to supervise, train and effectively evaluate the work of City employees.</li> <li>Knowledge of acceptable parking industry practices, procedures and methods.</li> <li>Ability to effectively demonstrate critical thinking, customer service and public relations skills.</li> <li>Knowledge of equipment utilized in municipal parking operations and collection functions, including but not limited to license plate recognition, hand-held electronic enforcement devices, PARCs, signage, basic garage construction styles, lighting, use of "green" materials, security monitoring equipment and gates.</li> <li>Ability to establish and maintain effective and appropriate working relationships with City personnel, agencies, vendor representatives, and the general public.</li> </ul>
