Overview: This purpose of this position is to assist in managing strategies that utilize various funding sources approved by the City of Sarasota Commission and the Sarasota Board of County Commissioners through the annual Action Plan or Consolidated Plan. May also have involvement in independent management of complex special projects under the direction of the Manager. Additional skills testing in Word and Excel may be required for final candidate.
Responsibilities: <ul> <li>Assists in creating the Consolidated or Action Plan and preparing amendments to Plans and assists in the preparation of the Consolidated Annual Performance Evaluation Report, submitting all items to the OHCD General Manager for review and approval.</li> <li>Reviews program performance to ensure that the Consolidated Plan or Action Plan goals and objectives are implemented properly and in a timely manner.&nbsp;&nbsp;</li> <li>Initiates meetings with private developers, non-profit agencies and community groups to assist them in developing programs to implement the Consolidated Plan or Action Plan goals.</li> <li>Prepares and reports to funding agencies, as needed.</li> <li>Reviews Purchasing Department bid packages for grant-funded projects for regulatory compliance.</li> <li>Conducts pre-bid and pre-construction meetings with vendors, as needed.</li> <li>Monitors contracts and visits project sites to guarantee compliance with federal Davis-Bacon regulations.</li> <li>Reviews contractor payrolls and related documents to ensure compliance with labor standards applicable to federally funded programs.</li> <li>Prepares environmental reviews.</li> <li>Designs programs to effectively leverage other private and governmental resources to meet public needs.</li> <li>Prepares sub-recipient, non-profit developer and sponsor agreements, as needed.</li> <li>Maintains necessary files and records and follows up to resolve problems, answer questions or provide additional information.</li> <li>May serve as project manager on housing and community development projects contained within the Action Plan or Consolidated Plan as approved by commissioners</li> <li>Prepares correspondence for government officials, sub-recipients, federal and state institutions and legal advisors as needed.</li> <li>Provides information to the public on programs administered by the Office of Housing and Community Development.</li> <li>Prepares City of Sarasota and Sarasota County commission agenda requests, as needed.</li> <li>Coordinates the compilation of the Analysis to Impediments to Fair Housing.</li> <li>Confers with attorneys, non-profit agencies and others for any requests for project funding.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that would be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <strong><strong>Minimum Qualifications:<br /></strong></strong> <ul> <li>Bachelor Degree from an accredited college or university with major course work in Business Administration, Public Administration or related field</li> <li>Five (5) years practical experience in grant management or community redevelopment projects.</li> <li>Two (2) years' experience in housing or homeless programs is preferred.</li> <li>Knowledge of Federal Community Development Block Grant and HOME, homeless programs and State SHIP (State Housing Initiative Partnership) Program is also preferred.</li> </ul> <br /><strong><strong>Job Based Competencies:<br /></strong></strong> <ul> <li>Knowledge of the principles of housing and community development programs.</li> <li>Experience working with federal Community Development Block Grant, Home Investment Partnership and Emergency Solution Grants.</li> <li>Application of federal and state regulations to potential strategies for housing for the homeless and low- to moderate-income population, using a housing first approach, community development and environmental review of such strategies.&nbsp;&nbsp;</li> <li>Ability to analyze data and financial impact on proposed projects and provide recommendations to the Manager.</li> <li>Some knowledge of federal reporting requirements.</li> <li>Ability to maintain effective working relationships with fellow employees, supervisors, non-profit agencies, vendors, attorneys, public officials and others.</li> <li>Ability to interpret legislation related to housing and community development strategies.</li> </ul>
