Overview: </dt> <dd><p>To assist the Director, Finance in the management, direction and control of the City Financial Administration Department. Assists in managing specific accounting functions, debt and treasury management, financial analysts' activities, budgeting functions and financial reporting; including supervision of assigned staff. The position is also responsible for managing the development and administration of the budget process including preparation, analysis, performance evaluation, and reporting.</p></dd> <dt><br/><br/>
Responsibilities: </dt> <dd><p>• Ability to analyze, implement and periodically update financial processes, business solutions and internal controls for all departments.<br>• Assists the Director, Finance in planning, directing coordinating and reviewing activities and personnel within the Financial Administration Department.<br>• Assists the Director, Finance in the establishment of departmental priorities and allocation of departmental resources.<br>• Participates in the development of procedures and instructions and supervision of the annual closing of the City's Accounting Records.<br>• Reviews all monthly and annual financial reports for compliance and accuracy including the City's Comprehensive Annual Financial Report.<br>• Participates in the development of procedures and instructions and supervision of the budget process.<br>• Responsible for the development and implementation of budgetary policies and procedures as outlined in the City Charter.<br>• Participates in the development of a balanced budget for presentation to the City Commission and for administration of the budget as approved.<br>• Participates in the presentation of the budget to the Director, Finance, the City Manager, Department Directors, and the City Commission.<br>• Assists in the preparation of presentations of the adopted budget for the Public and other governmental agencies.<br>• Utilization of software systems and graphics to enhance financial reports.<br>• Assists in the analysis of all budgets for review by the Finance Director, the City Manager and the Department Directors.<br>• Assists in coordinating debt issuance, including development of financial plans, credit rating and bond insurer presentations, and work of financial team (financial advisor, bond counsel, underwriter, paying agent, etc.).<br>• Manages special projects for the department, as necessary.<br>• The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <p><strong>Minimum Qualifications&nbsp;</strong><br /><br />&bull; Master Degree in Finance or Accounting, or a license to practice as a Certified Public Accountant and eight (8) years of experience in financial analysis, governmental accounting and computer software and graphics. OR<br />&bull; Bachelor Degree in Accounting, Finance or related field and eight (8) years of experience in financial analysis, governmental accounting and computer software and graphics or an equivalent combination of experience and education which will result in the necessary skills and knowledge to perform the job.<br />&bull; Other certifications including Certified Government Finance Officer (CGFO) and/or Certified Public Finance Officer (CPFO) are desirable.</p> <strong>Job Based Competencies</strong> <p>&bull; Knowledge of the principles and practices of governmental accounting, finance and budgeting including the ability to coordinate the preparation of the City's long term Capital Improvement Program.<br />&bull; Knowledge of capital financing techniques is required.<br />&bull; Knowledge of effective management practices and procedures is desired.<br />&bull; Ability to assist in providing direction, leadership, program development, administration and coordination of the Financial Administration Department.<br />&bull; Ability to assist in any aspect of developing the annual budget.<br />&bull; Knowledge of public sector fund, budgetary and encumbrance accounting.<br />&bull; Knowledge of governmental accounting principles and practices including those promulgated by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB).<br />&bull; Ability to utilize computer software systems to create and enhance an understanding of the budget presentation.<br />&bull; Ability to analyze departmental budgets.<br />&bull; Knowledge of municipal debt issuance.<br />&bull; Knowledge of investing funds in a public sector environment including performance measurement and benchmarking.<br />&bull; Ability to develop a comprehensive set of financial management policies, procedures and internal controls for accounting, budget, debt, economic resources, operations, investments, and procurement.<br />&bull; Skilled in oral and written communications and the ability to conduct formal presentations.<br />&bull; Must be able to work beyond normal work hours and on weekends when necessary.</p> <div id="details-benefits" class="tab-pane">&nbsp;</div> <div id="details-questions" class="job-details-questions tab-pane">&nbsp;</div>
