Overview: To perform high-level engineering work relating to the permitting, design and construction of water, sewer and other utilities projects within the City; also reviews proposed public and/or commercial utilities projects for compliance with city, county, state and federal government construction and environmental protection requirements.<br/><br/>
Responsibilities: &bull; Evaluates proposed public and/or commercial utilities projects, using accepted civil engineering practices, for compliance with city, county, state and federal government construction and environmental protection requirements.<br />&bull; Performs or directs the technical review of designs, drawings and plans for public and/or commercial utilities projects for compliance, accuracy and suitability with respect to established professional engineering concepts, practices and design parameters.<br />&bull; Prepares or reviews engineering calculations for project design features such as hydraulics, horizontal curvatures, vertical profile grades, drainage pipe sizes and slopes and other utilities and drainage issues.<br />&bull; Advises the principal Utilities Engineer regarding planning, construction and maintenance of water/sewer distribution and/or drainage systems, projects and/or facilities.<br />&bull; Reviews applications for water/sewer service and/or drainage connections and estimates related costs and environmental impacts.<br />&bull; Reviews plans submitted by engineers, consultants, developers and contractors to ensure adequacy and accuracy with respect to city, county and federal utilities and environmental protection requirements.<br />&bull; Inspects utilities facilities to determine compliance with plans and specifications and City, county, state and federal construction and environmental protection requirements.<br />&bull; Responds to complaints from and makes presentations to governmental bodies and public entities.<br />&bull; The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: Minimum Qualifications<br /><br />&bull; Bachelor Degree from an accredited college or university with major course work in civil and/or environmental engineering or a related field.<br />&bull; Five (5) years civil engineering experience, preferably related to public works projects; or an equivalent combination of education, training, and experience that would provide the necessary knowledge, skills and abilities.<br />&bull; Possession of and ability to maintain a valid State of Florida Driver's License is required. <br /><br />Job Based Competencies <br /><br />&bull; Knowledge of civil engineering principles, concepts, design methods, practices, procedures, processes and operations, including pipeline construction, site development and drainage design.<br />&bull; Knowledge of federal, state and local codes related to the permitting, design and operation of water, sewer, drainage and other utility system projects.<br />&bull; Working knowledge of computer aided design (CAD) and ability to supervise the work of CAD operators.<br />&bull; Knowledge of contracts and other legal documents relating to project planning and approval, site development, construction and environmental compliance.<br />&bull; Knowledge of city, state, county and federal government statutes, codes, ordinances regulations and other requirements relating to utilities construction, site development and drainage projects, including regulations and permits.<br />&bull; Knowledge of program planning/project management and evaluation principles and procedures.<br />&bull; Knowledge of potential safety hazards and applicable safety precautions.<br />&bull; Skill in the use and maintenance of engineering tools, equipment and/or instruments.<br />&bull; Ability to design water, sewer, drainage and other utility projects.<br />&bull; Ability to analyze and interpret engineering plans, specifications, drawings and related data.<br />&bull; Ability to make engineering computations, engineering drawings and plans using CAD applications.<br />&bull; Ability to plan and review projects, make accurate cost and environmental impact estimates, and to inspect work for compliance with plans, specifications and regulatory requirements.<br />&bull; Ability to plan, direct, manage and supervise subordinate staff.<br />&bull; Ability to prepare and present complete, accurate and coherent reports.<br />&bull; Ability to communicate effectively and clearly, both orally and in writing.<br />&bull; Ability to work overtime and/or be on call.<br />&bull; Ability to establish and maintain effective working relationships with Public Works staff, staff of other City Departments and Offices, other governmental entities, vendors, developers, contractors and the public.&nbsp;
