Overview: Role includes monitoring and analyzing training data along with performing HR professional duties within an eight-member spectacular HR team.
Responsibilities: <ul> <li>Responsible for a variety of human resource functions; will be cross-trained and perform in a number of different HR functions and responsibilities.</li> <li>Conducts surveys and research to assess training needs throughout the city departments.</li> <li>Develops training and facilitates them in coordination with an HR Manager.</li> <li>Manages the vendors/contractors that assist with the City's training needs.</li> <li>Responds to questions, counsels, and advises employees and supervisors on personnel policy and procedures, personnel programs and their related polices.</li> <li>Coordinates data input and collection on a variety of HR issues.</li> <li>Conducts on-site audits and interviews with incumbents and supervisors for a variety of subjects and prepares reports.</li> <li>Makes independent decisions, as assigned, consistent with the formal personnel system rules and regulations and the established departmental policies and procedures.</li> <li>Designs, conducts, and analyzes surveys to recommend competitive information to attract, motivate, and retain employees; reviews responses, analyzes data utilizing compensation methodologies and statistics.</li> <li>The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Requirements: <p><strong>MINIMUM QUALIFICATIONS:</strong></p> <ul> <li>Bachelor Degree from an accredited college or university in Human Resource Management or related field.</li> <li>Two to four years of experience in human resource management functions and activities; or the equivalent in education, training, and experience which would provide the necessary knowledge, skills and abilities.</li> <li>PHR or SPHR preferred.</li> </ul> <p><strong>&nbsp;JOB BASED COMPETENCIES:</strong></p> <ul> <li>Knowledge of classification and compensation policies and practices, and of job descriptions.</li> <li>Ability to develop human resources policies and practices to solve or address issues.</li> <li>Knowledge of databases, report writing and Microsoft Office suite products.</li> <li>Ability to function in a team environment by assisting in time-sensitive projects and accepting assignments by other team members as needed to produce a quality departmental product.</li> <li>Ability to communicate effectively, orally and in writing.</li> <li>Ability to work in a fast-paced environment.</li> <li>Ability to conduct research, complete surveys and prepare reports of findings, and to maintain confidentiality of employee privacy information and data.</li> <li>Ability to complete HR functions and duties with a minimum amount of supervision.</li> <li>Ability to establish and maintain effective working relationships with other employees, City officials, job applicants and the general public is required.</li> <li>Ability to present trainings and experience with public speaking.</li> </ul>
