Overview: <div class="ant-row css-jq8mjt"> <div class="sanitized-html w-full"> <p>Schedule: Monday - Friday 8am - 5pm</p> </div> </div> <div class="ant-row css-jq8mjt"> <div class="sanitized-html w-full"> <p><br />The Pharmacy Associate Director assists the Pharmacy Director in providing administrative and managerial leadership for the planning, monitoring, oversight of pharmacy operations, including the implementation and assessment of pharmacy operational and administrative services. The Pharmacy Associate Director is responsible for direct implementation and evaluation of pharmacy operations and services; ensuring the delivery of high-quality pharmaceutical care and services to El Rio patients and in the absence of the Pharmacy Director assumes responsibility for pharmacy operations. In this role, the Pharmacy Associate Director ensures that the pharmacy department provides consistent and optimal pharmaceutical patient care and services that comply with all legal, accreditation, and certification requirements; and is accountable for the direct managerial oversight and implementation of services and activities assuring effective communications, human resource management, operations workflow coordination, as well as training and staff development. As a licensed Pharmacist, the Pharmacy Associate Director is responsible for fulfilling all of the essential functions, responsibilities, and authority of a Pharmacist.&nbsp;&nbsp;</p> <p>The primary goal of the El Rio Health Pharmacy Associate Director (Outpatient Services) is to support El Rio&rsquo;s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions</p> </div> </div>
Responsibilities: <ul> <li>Directs the development of the quality standards of all functions and services of the Pharmacy Department and associated programs and confirms operational implementation.</li> <ul> <li>Endorses that all goals and objectives specified for the Pharmacy Department and programs are successfully accomplished to the highest service level possible and in accordance with the established priorities, budgets, and outcomes.</li> </ul> <li>Conducts the integration of Continuous Quality Improvement principles into the operations of the Pharmacy Department, through measurement, monitoring, and assessment of pharmacy processes and outcomes.</li> <li>Ensures the department and staff fulfill patient confidentiality standards by controlling the environment and information being disclosed to authorized individuals ensuring compliance with all HIPAA and corporate compliance standards, as well as accepted confidentiality standards.</li> <li>Conducts and supervises the planning, coordination and operation of all pharmacy locations, services, and activities of the Pharmacy Department and associated service programs.</li> <ul> <li>Supports the administrative collaboration between medical, behavioral health, outreach and support staff with administrative and service departments.</li> <li>Administers pharmacy operational compliance with 340B Drug Pricing Program regulations, standards, and laws; as well as any standards and requirements for third party funding sources.</li> <li>Maintains Pharmacy Department compliance with all Federal and State laws and rules governing pharmacy operations and controlled substance inventories, distribution, and records management.</li> <li>Manages communications with staff regarding timely distribution of information relative to new drug formulary, as well as policies and standards of care that relate to medication use and safety.</li> </ul> <li>Administers the implementation of safeguards that ensure the organization remains aware of and in compliance with Arizona State Board of Pharmacy regulatory rules and regulations, and accrediting agencies; that organizational or departmental policies and procedures are being followed, and that individual behavior within the department meets the defined Standards of Conduct.</li> <li>Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position.</li> <li>Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards.</li> <li>Researches and creates professional written communications and/or materials, financial statements, or reports on pharmacy activities, progress towards defined goals and objectives, changes in pharmacy department status, or any other ad-hoc reports requested for distribution to Executive Leadership and Governing Board, management, internal/external clients, or external funding agencies or organizations.</li> <ul> <li>Oversees and participates in the development of complex and detailed statistical/analytical reports and/or summary information utilizing principles and practices of professional and technical report writing.</li> </ul> <li>Conducts and leads the operational planning, coordination and implementation of all pharmacy services and activities of the Pharmacy Department and associated service programs at all locations.</li> <li>Safeguards that the organization is in compliance with Arizona State Board of Pharmacy regulatory rules and regulations, and accrediting agencies; that organizational or departmental policies and procedures are being followed, and that behavior within the departments meets the defined Standards of Conduct.</li> <li>Responsible for the effective management and supervision of pharmacy managers, departmental staff members, and department performance.</li> <ul> <li>Participates in the successful recruitment, orientation, and training of department members for the various required duties, responsibilities, and assignments within the department.</li> <li>Supervises and provides direction to department pharmacy managers relative to performance management and completion of evaluations, employee discipline, as well as problem and/or conflict resolution; makes decisions as to the employment or retention status of department members; Observes and evaluates department pharmacy managers in a positive and effective manner, to include providing continuous feedback and communication.</li> <li>Reviews individualized staff performance appraisals on an annual basis; reviewing and approving disciplinary actions as required, in consultation with Human Resources.</li> </ul> </ul>
Requirements: <ul> <li>Reviews and safeguards that all pharmacy staff members are currently licensed or certified, meeting all continuing education and recertification requirements.</li> <ul> <li>Leads the development and implementation into pharmacy operations of competence assessment programs that ensure all pharmacy staff perform all duties and responsibilities with the utmost efficiency and safety, as well as are in compliance with all applicable policies, procedures and standards of the Arizona State Board of Pharmacy and El Rio Community Health Center policies and procedures.</li> </ul> <li>Serves, in the absence or at the direction of the Pharmacy Director, as liaison and point of contact to government agencies or other legal entities on matters related to El Rio Community Health Center pharmacy operations.</li> <li>Participates in development of proposals for new and continuing pharmacy operations and/or programs.</li> <li>Serves, in the absence or at the direction of the Pharmacy Director, as liaison and representative for pharmacy programs at community or public engagements:</li> <ul> <li>Prepares and facilitates training and informational workshops or community publicity campaigns that illustrate pharmacy services and pharmaceutical patient care models provided through pharmacy programs.</li> </ul> <li>Implements established directions for pharmacy departmental revenue and funding expenditures to ensure compliance with the assigned budget, providing directions to pharmacy managers for remaining within the assigned department budget while ensuring department success.</li> <ul> <li>Participates in development, preparation, and reconciliation of the department annual budget(s). Identifies and implements cost reduction strategies when required.</li> <li>Monitors and supervises the pharmaceutical purchasing program to ensure no significant inventory build with monthly utilization approximating purchases. Ensures that best pricing is attained and that contract pricing is within established limits.</li> </ul> <li>Participates in the consultation with Executive Leadership on identification of internal/external funding sources supporting sustainment of pharmacy services or defined strategic service and programmatic goals.</li> <li>Participates in the development and maintenance of pharmacy policies, procedures, and processes that promote safe, efficient, and cost-effective medication use and that comply with all federal, state regulatory requirements and standards.</li> <li>Participates in the long and short-term strategic planning development and is responsible for implementation for the Pharmacy Department.</li> <li>Implements and evaluates strategic program goals and objectives, policies, and procedures; effectively interpreting and implementing policies, procedures, and best practices ensuring successful pharmaceutical patient care, service delivery and/or outcomes.</li> <li>Completes all training and performance activities necessary to maintain licensing as a Pharmacist on a bi-annual basis in compliance with all Arizona State Board of Pharmacy rules and regulations.</li> </ul> <p><strong><u><br /><br />Minimum Education and Experience:<br /><br /></u></strong></p> <ul> <li>A Doctorate of Pharmacy Degree from an accredited College of Pharmacy.</li> <li>Seven (7) years&rsquo; experience working in a pharmacy, either as a Pharmacist or Pharmacist Intern.</li> <li>Five (5) years&rsquo; supervisory or management experience; preferably in a pharmacy environment.</li> </ul> <p><em>If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.</em></p> <p>&nbsp;</p> <p><strong><u>Required Licenses, Certifications, and Registrations:<br /><br /></u></strong></p> <ul> <li>A current Pharmacist License in accordance with the Arizona State Board of Pharmacy requirements.</li> <li>Current certification in Basic Life Support (BLS) for health care providers.&nbsp;</li> <li>Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.</li> </ul> <br /> <p><strong><u>Preferred Education, Experience, Skills, Abilities:<br /><br /></u></strong></p> <ul> <li>Completed an ASHP accredited Postgraduate Year One (PGY1) pharmacy resident program, or; a Pharmacotherapy or Ambulatory Care Pharmacy certification from Board of Pharmacy Specialties.</li> <li>Ten (10) years&rsquo; experience working in a pharmacy, either as a Pharmacist or Pharmacist Intern.</li> <li>Seven (7) years&rsquo; supervisory or management experience; preferably in a pharmacy environment.</li> <li>Bilingual (English/Spanish) with the ability to speak, read and write in both languages</li> </ul>
