Overview: <br />This position is responsible for centralized contract administration over vendor contracts supporting the company&rsquo;s Medicare and Affordable Care Act programs. This position manages a team to support the oversight of vendors by providing a strong structure &amp; governance model. This includes delivery of performance reporting, managing vendor issue escalation, and ensuring compliance and audit support.<br /><br /><br /> <p><strong>WORKING CONDITIONS</strong>:&nbsp;</p> <p>Work is performed in an office setting with no unusual hazards. Local travel is required; national travel may be required.</p>
Responsibilities: <br /> <ul> <li>Create vendor scorecards based on contract service level agreements.</li> <li>Manage vendor&rsquo;s delivery of contractual obligations and performance to service level agreements.</li> <li>Monitors vendor payments, ensuring all invoices are being paid appropriately and in accordance with the vendor contract.</li> <li>Manage contract change order requests.</li> <li>Facilitate meetings with vendor and key stakeholders as necessary. Document meeting minutes and maintain a RAID log to track Risks, Actions, Issues, and Decisions.</li> <li>Oversight of expiring contracts and renewals.</li> <li>Escalate vendor issues as necessary and track thru to resolution or re/de-sourcing.</li> <li>Report PHI incidents as necessary.</li> <li>Maintain vendor performance.</li> <li>Schedule quarterly meetings (minimally) with vendors to discuss performance metrics.</li> <li>Conduct oversight of FDR vendors to ensure all monthly and annual CMS requirements are being met.</li> <li>Partner with enterprise information security and 3rd party risk management to ensure alignment on vendor security assessment questionnaires.</li> <li>Respond to external and internal audits/compliance reviews and ensure that remediation plans are established for the resolution of any audit findings.</li> <li>Interface with stakeholders to identify and/or analyze business problems and develop solutions.</li> <li>Monitor escalated issues through to resolution.</li> <li>Support audit and compliance process by collecting required information.</li> <li>Track and follow up to ensure timelines are met for assigned activities.</li> <li>Maintain centralized repository of all contract-related documents.</li> <li>Work with team members to ensure that plans are developed, controlled, and executed in a timely manner and expectations are met.</li> <li>Interface with various departments, senior management, and vendors to provide value and support for continuous improvement.</li> <li>Develop and improve workflows and business processes to improve customer service, decrease costs, and improve quality and efficiency.</li> <li>Perform other related duties as assigned.</li> </ul> <p>&nbsp;</p> <p>&nbsp;</p> <p><strong>DIRECTION EXERCISED:</strong></p> <p>Directly supervises exempt and non-exempt staff in accordance with company policies and applicable Federal and State Laws.&nbsp; Responsibilities include but are not limited to effectively interviewing, hiring, terminating, and training employees; planning, assigning and directing work; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems; supporting and encouraging the engagement process.</p>
Requirements: <br /> <p><strong>EDUCATION:</strong></p> <ul> <li>Bachelor's Degree in Business Administration or a related field. Master&rsquo;s degree preferred.</li> <li>Relevant combination of education and experience may be considered in lieu of degree.&nbsp;</li> <li>Continuous learning, as defined by the Company&rsquo;s learning philosophy, is required.&nbsp;</li> <li>Certification or progress toward certification is highly preferred and encouraged.</li> </ul> <p>&nbsp;</p> <p><strong>&nbsp;</strong></p> <p><strong>EXPERIENCE</strong></p> <ul> <li>Five years of experience in vendor management, contract administration, or supply chain management with demonstrated technical experience that provides the necessary knowledge, skills, and abilities.&nbsp;</li> <li>One to three years significant supervisory or leadership experience is required.</li> <li>Experience with government programs, such as Medicare Advantage, is required.</li> <li>Prior experience in developing and analyzing complex contracts and vendor relationship management is preferred.&nbsp;</li> <li>Previous insurance or healthcare industry experience with government programs, especially Medicare Advantage is also preferred.</li> </ul> <p><strong>&nbsp;<br /><br /></strong></p> <p><strong>SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED:</strong></p> <ul> <li>Must demonstrate leadership ability and team-building skills to effectively supervise professional and non-professional staff and interact with all levels of management.</li> <li>Proficient in reviewing and interpreting contractual agreements (e.g. BAA, NDA, MSA, SOW).</li> <li>Excellent analytical skills.</li> <li>Proficient decision-making, organizational, and problem-solving skills.
