Overview: <br /> <p>The Manager of Product Development is responsible to deliver online shopping and enrollment tools for Medicare Advantage and Medicare Supplement product lines within the Senior Health Services (SHS) segment. This candidate will drive the enrollment product strategy, design, development, and implementation for all SHS-owned tools and agency-owned tools on an annual basis. This position reports to the Director of Retail Operations and is responsible for working with BCN, BCBSM, SHS business and IT teams within the enterprise at all leadership levels to deliver a quality product within financial goals.</p> <p>Included in this role are various tasks such as developing enrollment strategies, leading ideation sessions, managing implementation workgroups, conducting competitor analysis, and assessing new opportunities in the marketplace. Performance monitoring is a critical requirement and includes analyzing individual enrollment results by product/feature and post-implementation product performance monitoring. Managing issues is a key requirement such as identifying and championing resolution of product issues, including tracking of issues related to implementation and product rules and facilitating meetings necessary to resolve issues. This position is responsible to manage staff and externally, is expected to be aware of industry trends, landscape environment, and any market influences that may affect SHS in its quest to become a best-in-class- organization/segment.</p> <p><br /><br /></p> <p><strong>WORKING CONDITIONS:</strong></p> <p>Work is performed in an office setting with no unusual hazards.</p>
Responsibilities: <br /> <ul> <li>Leads and participates in product implementation workgroups and completes tasks as assigned.</li> <li>Manages project plans and deliverables and provides oversight to ensure infrastructure and deliverables are in place for new product launches and existing products annual changes.</li> <li>Creates business cases to support annual product implementation and tracks and reports issues related to new product implementation and ongoing product guidelines. Champions resolution of any issues identified regarding the product.&nbsp;</li> <li>Monitors Individual products, enrollment, and competitors to assess marketplace success and identify any issues.&nbsp;</li> <li>Facilitates meetings to ensure timely deliverables related to product ideation</li> <li>Engages with SHS and BCBSM Marketing Communications in business expectations and material messaging and strategy</li> <li>Resources and provides business oversight for all MA and Med Supp tool deliverables and escalation of deliverables that are not meeting business expectations from a timeliness or quality perspective.&nbsp;</li> <li>Responsible for management oversight of CMS Chapter 3 Medicare Marketing Guidelines to ensure product compliance.</li> <li>Oversees updates to systems related to products and coordinates the operational implementation of new benefit programs and services.</li> <li>Oversees development, implementation, vendor support, and budget for product and services &nbsp;</li> <li>Participates in development of annual departmental budget, monitors budget, and identifies budget discrepancies.</li> <li>Responsible for balancing workload to optimize the effectiveness of the department.</li> </ul> <p><strong><br />DIRECTION EXERCISED:</strong></p> <ul> <li>Directly supervises exempt and non-exempt staff in accordance with company policies and applicable Federal and State Laws.&nbsp;</li> <li>Responsibilities include, but are not limited to, effectively interviewing, hiring, terminating, and training employees; planning, assigning, and directing work; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems; supporting and encouraging the engagement process.</li> </ul>
Requirements: <br /> <p><strong>EDUCATION:</strong></p> <ul> <li>Bachelor&rsquo;s degree in Business, Healthcare, Marketing, or a related field.&nbsp;</li> <li>Continuous learning, as defined by the Company&rsquo;s learning philosophy, is required.</li> </ul> <br /> <p><strong>EXPERIENCE:</strong></p> <ul> <li>Five to seven years of progressive experience in Product or Project Management environment with demonstrated technical knowledge that provides the necessary knowledge, skills, and abilities required.&nbsp;</li> <li>Experience in Medicare public and private exchange set up and operations while ensuring CMS and DIFS compliance with knowledge of CMS and DIFS rules and regulations around MA and Medigap product lines is required.&nbsp;</li> <li>Bilingual skills preferred.</li> </ul> <br /> <p><strong>SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED:</strong></p> <ul> <li>Knowledge of tracking and status reporting.</li> <li>Ability to identify and quickly resolve issues that may impede new product implementation and ongoing product performance.</li> <li>Excellent verbal and written communication skills including the ability to conduct presentations and facilitate meetings.</li> <li>Excellent organizational skills with the ability to handle multiple projects and timelines.</li> <li>Project management and coordination skills.</li> <li>Excellent follow-up skills.</li> <li>Demonstrates initiative, ownership, and accountability.</li> <li>Intermediate computer skills (Microsoft Office, PowerPoint).</li> <li>Must demonstrate leadership ability and team-building skills to effectively supervise professional and non-professional staff and interact with all levels of management.</li> <li>Ability to work with and empower others on a collaborative basis to ensure the success of the unit team.</li> <li>Ability to effectively exchange information, in verbal or written form, by sharing ideas, reporting facts and other information, responding to questions, and employing active listening techniques.</li> <li>Ability to effectively present budgetary and/or cost information, and respond to questions as appropriate.</li> <li>Ability to establish workflows, manage multiple projects, and meet necessary deadlines.</li> </ul>
