Overview: <p>The Health Plan Director of Information Technology is a leadership role focused on the delivery of technology services in the Harbor market supporting all market product lines. The qualified leader will be a key member of the executive staff of the Health Plan.</p> <p>Working with the Trusted corporate IT leadership the candidate will provide management and oversight of health plan technology including the planning, implementation and operations support of all Harbor office support systems as well as ensuring access to both claims systems and interdependent capabilities (e.g. Enrollment, Benefits, Provider Contracting/Pricing/Configuration, Utilization/Case/Disease Management, Premium Billing/Receivables, Healthcare Transaction Sets, Accounts Payable/Financial System Integration, etc.).</p>
Responsibilities: <ul> <li>Primarily accountable for support of local office systems and technology.</li> <li>Provide local support when necessary to the corporate IT function.</li> <li>Provide IT support of access to&nbsp;tools and data utilizing corporate and local resources, as well as to manage all local IT equipment including telecom &acirc;&euro;&ldquo; managing service vendors as appropriate.</li> <li>Provides key input to Trusted corporate IS strategy for support of delivery operations, common platforms and innovation for the Health Plan business. This includes People, Processes and Technology across the technology stack (Applications, Data and Infrastructure)</li> <li>Must be able to leverage, manage and communicate delivery of services across a complex environment including Health Plan, CMS, State Medicaid agency and other Managed Service Providers to ensure comprehensive deliver of IS to the Health Plan.</li> <li>Manage financials and contracted services directly tied to IS delivery for the Health Plan.</li> <li>Provides direct oversight of internal resources, and coordinates delivery from Trusted Health plan, Conifer, DST Systems, Advantage and other resources as required. Contributes to the creation of a high-performance leadership team by providing motivation, leadership, and professional development of the IS staff.</li> <li>Serves as named IS Leader to State agencies as is required by governmental business, which is a critical and high pressure role for the Health Plan business success. Creates and manages staffing plan and labor forecasting to ensure necessary resources are in place to deliver services.</li> <li>Serves as key member of Health Plan leadership team and work with other health plan initiatives to coordinate requirements for systems changes and release schedules.</li> <li>Full-time administrator who oversees and maintains the data management system to ensure the MIS is capable of valid data collection and processing, timely and accurate reporting, and correct claims payments.</li> </ul>
Requirements: <ul> <li>Proven ability to balance execution of the strategic vision through leadership and delegation, with a willingness and competence to dive into the details as required.</li> <li>Ability to set direction for a large team consistent with Harbor senior leadership vision and approach for executing client-facing projects.</li> <li>Demonstrated ability to motivate, influence and gain commitment at all levels of the organization.</li> <li>Ability to interpret requests/requirements and effectively present data to support performance improvement activities.</li> <li>Experienced and comfortable making presentations to Executive Leadership and senior leaders, as well as effectively communicating with operational staff management.</li> <li>Proven ability to develop dynamic, constructive working relationships and partnerships with operational and technology partners.</li> <li>Must demonstrate excellent professional communication skills through clearly written, concise and comprehensive documentation; strong technical writing skills.</li> <li>Independent, logical thinker with proven ability to perform detailed data analysis and make sound decisions,</li> <li>Advanced ability to gather and analyze complex data, utilizing deductive reasoning, advanced troubleshooting abilities, with ability to problem solve complex technical issues independently within a timely fashion.</li> <li>Strong knowledge of health plan applications and infrastructure with a focus on benefits data and systems.</li> <li>Advanced knowledge of research methodology, principles and procedures.</li> <li>Adept in the use of the following applications: Microsoft Project; Microsoft SharePoint, Microsoft PowerPoint; Microsoft Excel; Microsoft Access, SQL Server; SQL command language, Medical Claims processing, Electronic Data Interchange (EDI) and BI tools.</li> <li>5-7 years of progressive IS experience in roles of increasing responsibility is required.</li> <li>Expertise with either Health Plan or Provider System required, including a background in implementing and running health plan claims systems technology, how this data integrates with other health plan systems strongly preferred.</li> <li>Requires a proven track record achieving delivery excellence and outcomes across Governance, Organization and People, Processes, Strategy and Program Delivery, Metrics, Change and Communication Management.</li> <li>Experience in highly complex outsourced arrangements is required.</li> <li>B.S. degree in computer science, business management or related technical field, or equivalent IS experience is required. M.I.S. degree preferred.</li> </ul>
