Responsibilities: <ul> <li>Lead on tenders for allocated geographical patches and types of service that meet Hestia&rsquo;s strategic objectives, as agreed with the Director of Performance and Development.</li> <li>Finalize technical questions in PQQs and method statements in allocated submissions and ensure they are completed on time.</li> <li>Support the Business Development Officer by overseeing all administrative aspects of the tendering process.</li> <li>Work closely with Operations staff to develop staffing structures and service delivery models to ensure best outcomes for service users.</li> <li>Undertake financial modelling for agreed submissions in consultation with the Director of Performance and Development and Director of Finance.</li> <li>Work closely with HR to model the impact of TUPE on financial models.</li> <li>Engage with the mobilization of allocated successful tenders from award to contract commencement, working with senior operations management and central staff.</li> <li>Take part in the preparation of tender presentations and participate in clarification interviews as required.</li> <li>Evaluate successful and unsuccessful bids and/or proposals, getting feedback from Commissioners, with a view to improving future submissions</li> <li>Ensure that all tenders are returned on time and are properly presented to include the correct number of documents and formats as required by the funding authorities.</li> <li>Understand procurement practices and keep up to date with commissioning trends and priorities in housing, care, support, health and community developments nationally, but particularly in London.</li> <li>Attend meetings with Commissioners, tender briefings and strategic and partnership forums as required.</li> <li>Influence Hestia&rsquo;s development strategy, ensuring that potential new growth opportunities are evaluated, developed and, where suitable, transferred into live projects to meet development targets in the Performance and Development Strategic Plan.</li> <li>Support the re-development of existing services to secure additional/alternative funding/efficiencies as per agreed work plans and area based requests. </li> <li>Pursue opportunities to meet Hestia&rsquo;s plans for self-funded building-based initiatives, negotiating with housing associations and other providers.</li> <li>Develop partnerships and consortia as viable and effective methods of service delivery.</li> <li>Support retention of existing services via providing a supporting role in operational improvement initiatives as required.</li> <li>Work in a manner that acknowledges and preserves the commercial confidentiality of the team&rsquo;s work.</li> <li>Attend relevant training courses and conferences, as agreed with the Director of Performance and Development.</li> <li>Produce reports for appropriate internal and external bodies. </li> <li>Attend internal best practice and policy and strategic development working groups on behalf of the team.</li> <li>Make decisions on behalf of the Development team, liaising with the Director of Performance and Development as necessary </li> <li>Undertake any other tasks relevant to the work of the team as required by the Director of Performance and Development.</li> <li>Identify own training and development needs and, to gain a greater understanding of the work of Hestia, arrange a programme of visits to key services.</li> </ul>
