Overview: Our mission is to provide effective quality service at a reasonable cost with courtesy, integrity and accountability in a manner that protects and enhances the quality of life of our diverse population.<br /> <br /> The Fiscal Services Division Manager has overall management responsibility for line department accounting and financial reporting support, managerial accounting services including service and unit costing and reporting; capital project fiscal/accounting support; and Oracle EBS end user support and troubleshooting. In addition to the management of Enterprise Solutions &amp; Quality Assurance's departmental staff, the Fiscal Services Division Manager is responsible for coordination/collaboration with county fiscal managers and accounting staff for oversight/monitoring and management of BOCC accounting procedures, processes and reporting utilized by BOCC&nbsp;departmental&nbsp;staff and for support of tasks performed by more than 100 accounting/fiscal staff throughout departments under the county administrator.
Responsibilities: <ul> <li>Leads and directs fiscal and accounting support activities for various departments/programs or provides leadership to those department specific accounting sections within departments. As a member of ESQA&rsquo;s of leadership team &ndash; attends management-level meetings; manages fiscal-related projects including supervision of 2 Fiscal Managers and their staff, including professional accountants and technical/functional Oracle EBS fiscal/budget/reporting support staff.</li> <li>Takes the lead in collaborating with departmental management teams in order to provide support and to develop, manage and report needed fiscal information, dashboards and KPI&rsquo;s including service costs, unit costing, actual and projected expenditures and revenues and position control.</li> <li>Responsible for collaboration with supported department leadership staff in order to provide relevant and timely financial management, reporting and analysis. This includes management of various County Administrator departments, financial-related deliverables, program and process analysis, service and unit costing, reconciliations and confirmation of revenue and payment data; review and program/financial analysis, reporting, projections, and assisting with and/or developing enhanced solutions.</li> <li>Responsible for the development, management, monitoring/evaluation and training for accounting processes utilized by staff in departments under the County Administrator. This position is responsible for identifying additional opportunities to leverage software and staff to implement efficiencies, enhanced data capture and reporting opportunities and develop/recommend solutions that impact several or potentially all departments under the County Administrator.</li> <li>Acts as a liaison with County Finance to monitor and manage risks; workloads; fiscal-related processes; coordination of solutions for enhanced and improved system and process efficiencies and functionality.</li> <li>Responsible for working with County Finance and external auditors to coordinate the County&rsquo;s annual Federal and State Single audits; and assisting with reviews of other information in support of the preparation of the County&rsquo;s Comprehensive Annual Financial Report. Provides support throughout the annual external engagement with issue research and resolution, management representation letter review and analysis, acts as the County&rsquo;s lead for audit response preparation, corrective action implementation and follow-up.</li> <li>Monitors and manages fiscal services section performance metrics and KPI&rsquo;s. Meets routinely with County departmental leadership to evaluate section&rsquo;s performance, understand changing needs, and to seek comprehensive feedback and suggestions to ensure existing processes, procedures and reporting are optimal.</li> <li>Meets with multiple Department Directors and management staff as needed to discuss financial position, service and project costing, evaluate the fiscal impact of operational initiatives, and coordinates activities with other departments to ensure adequate flow of pertinent information.</li> <li>Other duties as assigned.</li> </ul>
Requirements: <h2>MINIMUM QUALIFICATIONS</h2> <div> <ul> <li>Bachelor&rsquo;s Degree from an accredited college or university specializing in Accounting or Finance.&nbsp; MBA is preferred.</li> <li>10 years of accounting/financial reporting and/or financial statement auditing experience including 5 at the management level.</li> <li>Certified Public Accountant and/or Certified Government Finance Officer.</li> <li>Transactional, process and reporting experience with an Enterprise Resource Planning (ERP) system.
