Overview: Licensed professional engineer serves as a project manager leading design or construction of major projects. Serves as a senior technical lead of an engineering team. Manages a team for the evaluation, design, and construction of multiple capital improvement projects ranging in size and complexity. Manages a team to complete projects within established scope, schedule, and budget. This position will promote the County's culture and oversee the progress of projects assigned to both them and their team.
Responsibilities: <ul> <li>Manages and is responsible for one or more phases of the development and delivery of large capital improvement program (CIP) projects, including the procurement, scoping, and management of associated contractor and consulting services.</li> <li>Supervises a staff of Engineers, Engineering Associates, Engineering Technicians, and Engineering Interns; plans, schedules, and coordinates the preparation of documents and activities for multiple major projects; reviews operational procedures to ensure compliance with applicable policies and performance measures. Conducts negotiations with consultants for professional services.</li> <li>Applies thorough knowledge of current principles and practices of engineering as related to the variety of aspects affecting the County; applies expertise acquired through progressive experience to resolve crucial issues and unique conditions; remains informed of new methods and practices impacting the Department and County, and recommends new practices or changes in scope of projects.</li> <li>Serves as technical specialist or subject matter expert in the application of advanced engineering concepts, principles and methods in assigned area; remains informed of new techniques, technology and requirements for the purposes of recommending changes in programs or applications; interprets, organizes, executes and coordinates assignments.</li> <li>Signs and seals engineering documents, permit applications, compliance reports, and inspection documents, as required. Assess designs for adherence to acceptable and safe design concepts and practices.</li> <li>Independently reviews and approved development activities and conditions with engineers and developers.</li> <li>Performs other related duties as assigned.</li> </ul>
Requirements: <strong>Minimum Qualifications</strong><br /> <ul> <li>Graduation from an accredited four (4) year university or college with a Bachelor's degree in Engineering.</li> <li>Six (6) years of post-registration experience as a Professional Engineer in the applicable discipline.</li> <li>Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471.</li> </ul> <br /><strong>Job Specifications</strong><br /> <ul> <li>Critical Thinking - Thorough knowledge of current principles and practices of engineering, design, and project management; applies expertise. Creates and reviews designs and makes recommendations on designs prepared by others.</li> <li>Decision Making - Must make value-based decisions as it relates to changes in the field and design conditions which affect the overall execution of the project.</li> <li>Communication - Interacting with clients, customers, consultants, contractors, and other County departments. Must be able to establish, develop, and maintain relationships.</li> <li>Strategic Planning - Must be able to determine if the short-range goals will complement the long-term vision of the Department within the context of the day-to-day management of projects.</li> <li>Leadership - Must be able to lead a team, develop them by providing appropriate resources and training opportunities, and implement continuous improvement.</li> <li>Managerial/Operational Skills - Must be able to lead a team of project managers, engineers, or designers that effectively execute projects within scope, schedule, and budget.</li> <li>Analytical Ability - Must be able to analyze multiple perspectives of a project and make recommendations that benefit the Department.</li> <li>Managing Complexity - Must have the ability to manage multiple projects with varying degrees of complexity. Must be able to manage conflict and develop solutions. Develop, control, and assume responsibility for design-related scopes of work, schedules, and budgets.</li> <li>Other - Represents the County, leads project meetings and makes presentations. As needed, may serve as the Primary Project Coordinator for a treatment facility. Coordinate with outside Utility Agency Owners as it relates to utility conflicts and locations for preparation of designs.</li> <li>Knowledge of the principles and practices for assigned functional area.</li> <li>Knowledge of large and complex construction project management methods and practices.</li> <li>Knowledge of computer modeling and computer-aided drafting and mapping software and applications.</li> <li>Knowledge of federal, state and local laws, regulations and ordinances, and other professional sources of information pertaining to public infrastructure, building and zoning codes, environmental permitting, and real estate.</li> <li>Knowledge of the principles and practices of land surveying.</li> <li>Knowledge of field testing, sampling, and investigative techniques and procedures.</li> <li>Ability to generate, resolve, and track design comments and design changes.</li> <li>Ability to develop, control, and assume responsibility for design-related scopes of work, schedules, and budgets.</li> <li>Knowledge of the County's comprehensive planning, capital improvement projects, and growth projections.</li> </ul>
