Overview: A Human Resources Specialist in the Talent Acquisition section of Hillsborough County's Human Resources Department is responsible for all aspects of recruiting for the County Administrator and partner agency organizations that total over 5,000 positions and plays a critical role in ensuring the County is hiring the best possible talent.
Responsibilities: <ul> <li>Works with hiring managers to understand the job, identify essential skills needed, and create custom job announcements.</li> <li>Develops and executes recruiting plans.</li> <li>Networks through industry contacts, association memberships, trade groups, social media, and employees.</li> <li>Screens applicants to evaluate if they meet the position requirements.</li> <li>Sends notifications to all applicants regarding their qualification status.</li> <li>Develops and tracks goals for the recruiting and hiring process.</li> <li>Coordinates and implements recruiting initiatives and attends job fairs.</li> <li>Handles administrative duties and recordkeeping associated with the talent acquisition and onboarding function.</li> <li>Collects and enters data into Oracle cloud-based system.</li> <li>Conducts regular follow-up with managers to determine the effectiveness of recruiting plans and implementation, and revises as needed.</li> <li>Researches and recommends new sources for active and passive candidate recruiting.</li> <li>Ensures the completion of daily work activities within allotted time-frames.</li> <li>Performs other related duties as assigned.</li> </ul>
Requirements: <strong>Minimum Qualifications</strong><br /> <ul> <li>Bachelor's Degree (preference will be given to majors in Human Resource Management, Business or Public Administration); AND</li> <li>Three (3) years of high-volume recruiting experience in a human resources environment; OR</li> <li>An equivalent combination of education (not less than a High School Diploma/GED), training, and experience would reasonably be expected to be minimally successful in this position.</li> <li>A strong background and experience in public sector recruiting for another city or county, or other public or private organization in size and scope to Hillsborough County government.</li> <li>Experience working in Oracle EBS or Oracle SaaS</li> <li>Experience onboarding new hires</li> <li>Basic knowledge and understanding of general Human Resources principles and practices</li> <li>Attention to detail</li> <li>The ability to pick up new systems quickly and manage time wisely</li> </ul> <br /><strong>Job Specifications</strong><br /> <ul> <li>Knowledge of assigned human resources functional area.</li> <li>Knowledge of Federal, State, and local laws and regulations, and agency policies affecting the assigned human resources functional area.</li> <li>General knowledge of human resources practices and understanding of how one action may impact different functional areas.</li> <li>Ability to conduct research, collect, interpret and analyze data to understand workforce trends and patterns and develop logical conclusions.</li> <li>Ability to evaluate the effectiveness of programs and work processes.</li> <li>Ability to communicate effectively both orally and in writing.</li> <li>Ability to collaborate and work effectively with others.</li> <li>Ability to use a computer and related software.</li> </ul>
