Overview: <strong>Ideal Candidate Profile<br /></strong><br />The Hillsborough County Public Works Department is seeking a proactive, dynamic, seasoned professional to lead the Technical Services Division. The ideal candidate is a problem solver, collaborator, and has strong communication skills. The individual will anticipate problems so they can be remedied before they become significant issues whether related to community issues or program delivery. The division director will be someone who can inspire and take the organization to the next level.<br /><br /><strong>Job Overview</strong><br /><br />Direct a professional staff of 90 employees comprising of 3 teams. Responsible for overseeing Design &amp; Project Management, Bridge Program, Stormwater Program, Traffic Engineering, Hazardous Mitigation, Engineering Services and Construction Services. Directs the engineering design team which manages consultant contracts, performs preliminary and final designs on infrastructure improvements, prepares cost estimates of projects, and evaluates roadway, stormwater and bridge repair and replacement needs. Directs infrastructure planning activity to assure adequate infrastructure is available to serve existing and future customers. Directs the Capital Improvement Program (CIP) team to deliver approved projects totaling $100 million per year. Responsible for Stormwater Planning, Design and Construction, Roadway Design &amp; Construction, Traffic Engineering, and Bridge Planning, Design &amp; Construction. Directs hazardous mitigation activities to ensure emergency management compliance with federal, state and municipal agencies.
Responsibilities: <p>Note: The following duties are illustrative and not exhaustive. Depending on the particular agency/division/department to which they are assigned, individual employees may perform all or any of the duties described below.&nbsp;<br /><br />Serves as Division Director of the Technical Services Division of Public works, including the supervision of 120 employees, and the administration of a multimillion dollar operating and capital budget.&nbsp;</p> <ul> <li>Supervises and directs Section Managers and Group Supervisors and performs duties for Public Works Department Technical Services Division.&nbsp;</li> <li>Meets with regulatory agencies, consultants, lawyers, developers, officials, direct reports, etc. for project site meetings, public meetings, Board of County Commissioner meetings, and Executive Team meetings.&nbsp;</li> <li>Establishes standards for the Transportation and Stormwater Technical Manuals&nbsp;</li> <li>Establishes procedures for the planning, design, construction and management of projects in the Bridge, Stormwater, Roadway and Traffic Programs.&nbsp;</li> <li>Oversees design and construction of CIP Program for Stormwater, Roadway, and&nbsp;Bridge projects including schedules and budgets.</li> <li>Responsible for budget planning and decision unit preparation, preparation of Board agenda items, approval and release of funds for payment.&nbsp;</li> <li>When so designated, may assume the authority of, and act on behalf of a more senior official.&nbsp;</li> <li>Performs other related duties as required.&nbsp;</li> </ul>
Requirements: <strong>Minimum Qualifications</strong><br /> <ul> <li>Bachelor&rsquo;s Degree in Engineering;<strong>AND&nbsp;</strong>A minimum of 10 years of engineering experience specializing in Civil Engineering and program management;&nbsp;<strong>AND&nbsp;</strong>Registration in the State of Florida as a Professional Engineer (active status) in the applicable discipline as required by the Florida Statutes Chapter 471(An applicant who holds a valid license to practice engineering in another state or territory of the United States, must meet current requirements to be licensed in the state of Florida as a professional engineer, and obtain the license within 6 months of employment)&nbsp;<strong>AND&nbsp;</strong>Possession of a valid Driver License.</li> </ul>
