Overview: <span style="font-size: 14px;">Performs professional administrative, operational and supervisory duties in planning organizing, directing and reviewing the Emergency Management Program pursuant to Florida Statutes which includes being on call 24/7. Ensures all preparedness (prevention, protection, mitigation, response and recovery) activities associated with Hillsborough County Comprehensive Emergency Management Program are accomplished according to all local, state and federal guidelines. Oversees all aspects, and associated resources of OEM programs including the operations, planning, logistics, and finance/administration functions. Ensures County personnel are trained to perform assigned functions in the EOC during an activation as well as in the field in support of disaster operations. May also serve as the EOC Incident Commander during real world activations.</span>
Responsibilities: <p style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Note: The following duties are illustrative and not exhaustive. Depending on the nature of their assignments, individual employees may perform some or all of the duties described below. </span></p> <ul style="list-style-type: disc;"> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Manage the Office of Emergency Management (OEM) and administer related activities. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Direct emergency operation functions during exercises and emergency events. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Work with external partners and community members to ensure that the emergency management program and associated activates are coordinated with community organizations as required to implementation of the program. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Advise county leadership, departments, and elected officials on emergency management issues. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Participate in county, regional and state planning meetings and related activities. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Develop, edit, and conduct emergency management related programs and ensure they are in compliance with all applicable local, state, federal, and industry guidelines. Position will also ensure that activities address the vulnerabilities of the county to identified hazards as outlined in the Comprehensive Emergency Management Plan (CEMP). </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Implement emergency management programs to include prevention, protection, mitigation, response and recovery. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Develop, edit, and conduct emergency management related exercise programs and ensure they are in compliance with all applicable local, state, federal, and industry guidelines. Position will also ensure that training activities address the vulnerabilities of the county to identified hazards as outlined in the comprehensive emergency management plan. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Serve as the Incident Commander during EOC activations, and carry out activities necessary to work with other departments and agencies to identify the sufficient number of personnel to be trained to staff the various units incorporated into the EOC structure over multiple operational periods.&nbsp; </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Serve on numerous committees and groups to enhance the capabilities of internal and external departments, agencies, and organizations to prepare for, respond to, mitigate against, and recover from large scale emergencies or disasters as assigned. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Give preparedness presentations to community, business, and industry groups. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Participate in, and lead, professional groups. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Develop After Action Reports and Improvement Plans according to HSEEP guidelines. </span></li> <li style="margin: 0in 0in 8pt; line-height: normal;"><span style="font-family: calibri; font-size: 14px;">Supervision of personnel assigned to leadership positions. </span></li> </ul>
