Overview: REQ:&nbsp;R0001118<br /><br />Leads a team of Windows Server administrators, architects and engineers who are responsible for managing the Academies&rsquo; (NAS) enterprise Windows server infrastructure, including multiple Active Directory Domains, MS Exchange, Group Policies, etc. Develops, manages, and communicates project plans and schedules, prioritizes requirements, and coordinates human and financial resources. Leads design teams to evaluate and conduct complex testing, identifies and resolves complex problems affecting performance, and network resources. Performs capacity planning. Serves as a member of Incident Response and Change Control Board.<br /><br />Primary duties are related to managing organization-wide IT function(s). Responsible for financial management and resource allocation, staff planning and management, and is fully accountable for the performance and results of assigned areas. Has authority to affect, interpret, or implement management policies or operating practices. Decisions have long-term implications and affect continuing operations. As subject matter expert, interfaces with leaders on high-level functional issues, providing recommendations and solutions with full understanding of cross-organizational impact and needs. Ensures function successfully integrates work output or services with other departments. Work is highly technical. Subordinates have higher job classifications requiring greater education and experience to master.
Responsibilities: <ul> <li>Lead efforts to design, implement, and manage NAS&rsquo;s enterprise Windows server infrastructure, including multiple Active Directory Domains, MS Exchange, Group Policies, etc.</li> <li>Oversees design and management of NAS&rsquo;s email systems (MS Exchange).</li> <li>Lead efforts to design, implement and manage on-premise and cloud-based (AZURE, AWS, etc.) server infrastructure including Windows Server, Hyper-V, SQL Server, SharePoint, Exchange, Active Directory, Office 365, and related services and infrastructure.</li> <li>Participates in design and implementation and management of all related 3rd party applications, services and infrastructure. Provides day-to-day management of department staff. Organizes projects and work tasks and selects individuals most qualified for assignments on specific projects. Monitors tasks, escalates issues, resolves conflicts, and provides guidance.</li> <li>Provides leadership and mentors employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles. Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance and compensation reviews and if needed, disciplinary actions.</li> <li>Establishes and develops departmental procedures and security policies. Reviews and approves changes to processes and procedures. Ensures the security of the Network Operating System (NOS) Infrastructure by implementing industry best practices regarding privacy, security, and regulatory compliance.</li> <li>Provides escalation support. Serves as a resource to other IT staff members or groups including on-call.</li> <li>Provides specialized technical assistance in the planning and development of new projects and systems. Conducts research on new technologies and implementation strategies. Recommends and implements improvements.</li> <li>Participates in design, implementation and testing of disaster recovery and business continuity processes.</li> <li>Collaborates and contributes to design and installations of Network-based security systems.</li> <li>Serves as a member of Incident Response and Change Control Board that establishes technical standards, and designs systems of considerable complexity.</li> <li>Manages complex projects including but not limited to Enterprise Windows networks. Ensures projects stay on schedule and delegates tasks to meet development, maintenance, and support needs. Monitors the progress of assigned tasks.</li> <li>Develops and establishes the department&rsquo;s strategic understanding of technology, standards and procedures. Reviews and approves changes to processes and procedures.</li> <li>Establishes and manages relationships with multiple key external vendors and technology partners focusing on meeting the functional needs of the organization.</li> <li>Establishes and monitors department budget to ensure the efficient and effective use of resources. Provides monthly cost projections and forecasts spending. Defines and negotiates service level agreements. Reviews and approves expenses.</li> <li>Tracks metrics, vendor performance, and negotiates discounts on services and products. Writes RFPs and evaluates responses.</li> <li>Evaluates products and technology. Works with senior management to identify opportunities through technology. Serves as the primary resource to senior management for Windows networks and server infrastructure.</li> <li>Remains up to date on current trends and best practices. Ensures team members develop and maintain technical knowledge in specialized areas.</li> <li>Responds to critical outages on a 7x24 basis.</li> <li>Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance. Ensures procedures are in place to maintain and protect confidentiality and to prevent disclosure. Requirements: <p dir="LTR"><strong>Required Knowledge, Skills, and Abilities: &nbsp;</strong></p> <p dir="LTR">In depth knowledge and experience with:</p> <ul> <li>MS Windows Servers, Active Directory, GPO, Office 365 implementation and management, MS Azure and other cloud platforms.</li> <li>Enterprise directory and single sign-on technologies and standards, such as LDAP, SAML, ADFS</li> <li>Transmission Control Protocol/Internet Protocol (TCP/IP) routing protocols.</li> <li>Management of systems and platforms in highly available large enterprise mission-critical production environments.</li> <li>Networking, security concepts, and platforms (e.g. firewall rules, ACLS, etc.). Intrusion detection systems, concepts, and mechanisms.</li> <li>Understanding of encryption technologies, SecurID, PGP, PKI, VPN, SSH, SSL certificates and uses thereof, etc.).</li> <li>Knowledge of system design and architecture.</li> </ul> <p dir="LTR">General knowledge and experience with US Government Standards and frameworks such as NIST 800-53 and 800-171.&nbsp;</p> <p dir="LTR">Proven problem-solving skills and critical thinking ability.&nbsp; Experience building, operating and troubleshooting complex on-premise and cloud environments.&nbsp; Ability to solve problems of substantial variety and complexity.&nbsp; Ability to serve as a resource to others in the resolution of complex problems and issues.&nbsp; Ability to train and develop staff.&nbsp; Ability to work successfully in a team environment and to form and maintain effective teams.&nbsp; Ability to operate independently, and exercise significant latitude for independent judgment, discretion, and action.&nbsp; Ability to develop relationships with co-workers and employees in other National Academies&rsquo; departments.&nbsp; Excellent communication skills with a proven ability to effectively interact with all levels of employees.&nbsp;</p> <p dir="LTR"><strong>Minimum Education/Training Requirements:</strong> &nbsp;Bachelor&rsquo;s Degree in Computer Science, MIS, or a related field, or equivalent knowledge.</p> <p dir="LTR"><strong>Minimum Experience:</strong> &nbsp;Eight years of related professional experience, four of which were in a supervisory capacity in leading senior technical staff.&nbsp; At least six years in senior technical management roles in environments of similar size and complexity.</p> <p dir="LTR"><strong>Physical Capabilities:</strong> &nbsp;Ability to work at a computer for extended periods of time.</p> <p dir="LTR"><strong>Required Licenses, Certification or Registration:</strong> &nbsp;None.</p> <ul> <li>Prefer one server administration certification: Server+, MCSA or MCSE.</li> <li>Prefer Cisco networking certification: CCNA or CCNP.</li> <li>Prefer cyber security related certification: Security+, CSA, CISSP or CEH.</li> <li>Ability to obtain US Security clearance is a plus.</li> </ul> <p dir="LTR"><strong>Supervisory <span class="WLM2">Responsibilities/Controls:</span></strong> &nbsp;Reports to Chief Technologist. &nbsp;General direction is provided. &nbsp;Supervises department staff.</p> <p dir="LTR"><strong>Work Environment:</strong> Office environment with occasional travel between National Academies&rsquo; facilities and to off-site locations.&nbsp; Work occasionally requires flexible hours and rotation between the National Academies&rsquo; building sites.</p>
