The NAM&rsquo;s mission is to improve health for all by advancing science, accelerating health equity, and providing independent, authoritative, and trusted advice nationally and globally.<br /><br /><strong>About the Program</strong><br />The NAM Leadership Consortium (LC): Collaboration for Value &amp; Science-Driven Health System provides a trusted neutral venue for national leaders in health, health care, and biomedical science to work collaboratively toward their common commitment to a health system that rewards effectiveness, efficiency, equity, and continuous learning. The LC is seeking a Senior Program Officer to help conduct projects and research on pressing health policy problems. This person will have a Master&rsquo;s or Doctoral-level degree with six years of experience honing knowledge and skills in synthesizing complex information to facilitate collaborative leadership for progress. The Senior Program Officer must have a keen sense of strategic decision-making, excellent interpersonal skills, exceptional writing abilities, familiarity with compelling issues in health and health science and technology policy, and have a strong comfort level working in a fast-paced collaborative environment. The Senior Program Officer will work closely with the Director, Deputy Director, and staff within the Leadership Consortium and focus on one or more of the following portfolios:<br /><br />&bull; Evidence Generation to support the conditions necessary for transforming information from real-world health and health care experiences into reliable evidence to guide improvements in health care and population health.<br />&bull; Digital Health to foster improvements and innovation in the digital health and data infrastructure supporting care connectivity, informed decision-making, and evidence development for improved population and patient-level health. <br />&bull; Value Incentives and Systems to support financial systems and incentive structures that reward the whole person and whole population health and health care. <br />&bull; Culture Inclusion and Equity to advance a culture of health equity, engagement, and accountability that places the needs of people and communities at its core. <br /><br /><strong>About the Position</strong><br />The Senior Program Officer directs, develops, and manages one or more of the organization's projects, activities, and programs with minimal oversight. Incumbent applies in-depth professional level knowledge and principles of health, health care, and biomedical science to foster collaboration and solve independently a full range of complex problems. The work is primarily intellectual, analytical, and managerial in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete. The incumbent has authority to take whatever action deemed advisable or necessary, and is often responsible for oversight or management of other staff. The Senior Program Officer typically reports to Deputy Director and Director.
Responsibilities: <p><strong>ESSENTIAL JOB DUTIES:</strong></p> <ul> <li><strong>Project Development, Management &amp; Administration:</strong> Designs and manages multiple and/or highly complex programs. Develops program strategy, budget, and staffing requirements. Assembles committees and guides those committees in the consensus-building process. Leads convening activities such as forums or workshops. Communicates and coordinates with the chair and other members of the group. Supports committee members, forum members, workshop participants, etc. in all aspects of work Identifies and gathers research materials. Solicits and contacts potential panel members. Facilitates the flow of information among panel members, consultants, staff, and other applicable parties. Conducts program or project evaluations and ensures stated objectives are met.</li> <li><strong>Sponsor Stewardship</strong>: Maintains ongoing relationships with major sponsors and develops new program areas. Conducts background research on topics for new studies, programs, or activities. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects. Negotiates funding with sponsors. Where applicable, manages funder/member/alumni relations.</li> <li><strong>Financial Management:</strong> Responsible for the financial management of assigned programs or projects, including overseeing budget and schedule and authorizing expenditures. As required, collaborates with financial staff to ensure compliance.</li> <li><strong>Advanced Research and Writing Activities</strong>: Prepares background papers and technical summaries. Develops written products (e.g., reports, proceedings, white papers). Drafts and edits materials for publication. For studies and other applicable programs, synthesizes and edits research findings and technical data and determines the relevance of data for purposes of study.</li> <li><strong>Publications:</strong> Prepares draft reports which include writing sections of report based on committee input. Edits and reviews the report for format, consistency, and grammar. Manages the response to review, responds to comments and concerns of editors, and prepares the final manuscript for publication.</li> <li><strong>Team Management: </strong>Supervises program or project staff. Ensures staff are appropriately trained and plans for staff development. Mentors staff. Initiates personnel actions. Conducts performance reviews. Interprets and ensures consistent application of organizational policies.</li> <li><strong>Communication, Dissemination, and Information Management:</strong> Manages dissemination of reports and other types of publications. Prepares dissemination plan and funding proposal. Manages report production activities. Identifies and engages external organizations in dissemination. Prepares dissemination materials. Conducts dissemination meetings. Collaborates with experts and sponsors from federal, state, and local government agencies, foundations, schools, and other organizations. Requirements: <p><strong>Required Knowledge, Skills, and Abilities:</strong> Advanced knowledge of scientific, technical, or policy issues in a related discipline. Strong program/project management skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to manage and develop projects. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies' departments, and external constituents through effective communication. Excellent communication skills with a proven ability to interact effectively with all levels of staff and constituents.</p> <p><strong>Minimum Education/Training Requirements:</strong> Master's degree in a related field or equivalent knowledge.</p> <p><strong>Minimum Experience:</strong> Six years of related professional experience, two of which were in a supervisory capacity. Demonstrated impact on the advancement of science or policy through the successful completion of National Academies' activities or equivalent outside activities. Demonstrated a high level of proficiency in conveying scientific, technical, and/or policy information in verbal and written form.</p> <p><strong>Preferred Education:</strong> Ph.D. in related field preferred.</p> <p><strong>Physical Capabilities:</strong> Ability to work at a computer for extended periods of time.
