Overview: <strong>Req. No.: R0001849</strong><br /><br />Administers the security clearance process for classified security programs and ensures adherence to the policies and procedures established by the U.S. government and the National Academies. Processes personnel security clearances and maintains related security files and records. Conducts security briefings. Assists the Manager, Office of Security in establishing and maintaining liaison with government security agencies.<br /> <br />Applies general professional-level knowledge and principals of function to solve problems requiring the identification and analysis of various factors. Proceeds on own initiative in compliance with policies, procedures, and practices, but receives guidance or expertise from supervisor or higher-level staff when needed. May establish processes/procedures to ensure the effective and efficient operation of routine support functions.
Responsibilities: <ul> <li>Initiates, prepares, and processes the appropriate documentation and correspondence relating to the origination, transfer, reciprocity, and termination of personnel security clearance investigations and re-investigations for collateral and intelligence community.</li> <li>Reviews completed forms to ensure accuracy in accordance with applicable policy and directives. Validates all records within the Joint Personnel Adjudication System (JPAS). Ensures valid entries, including eligibility date, investigation date, Non-disclosure agreement date, etc. Submits necessary Request/Research/Upgrade Eligibility notifications. Archives files (as needed), separating records that are no longer associated with this Contractor and Government Entity (CAGE) code. Coordinates fingerprinting and submission of required documentation.</li> <li>Inputs data into the internal personnel security clearance database utilizing Security Information Management System (SIMS) database.</li> <li>Maintains personnel security files and suspense logs for all phases of the personnel security clearance process.</li> <li>Provides guidance and advice to responsible staff officers, employees, and committee members in areas of personnel and industrial security.</li> <li>Conducts formal security education and awareness briefings.</li> <li>Ensures the protection of personally identifiable information when handling personnel security records. Ensures the security of communications (via fax, phone, and in meeting rooms).</li> <li>Assists in managing access control and intrusion detection systems.</li> <li>Assists in changing safe combinations and access codes and maintains related records.</li> <li>Participates in audits and inspections in order to continue facility accreditation.</li> <li>Participates in the investigation of losses and security violations and recommends corrective actions.</li> <li>Updates security policies and procedures manuals.</li> <li>Assists the Manager, Office of Security in establishing and maintaining liaison with government security agencies.</li> </ul> <br /><br /><strong>NONESSENTIAL JOB DUTIES</strong><br />Related duties and special projects as assigned.
Requirements: <strong>Required Knowledge, Skills, and Abilities: </strong>Proficiency in Microsoft Office suite, as well as the SIMS database. Demonstrated proficiency in using JPAS and Electronic Questionnaires for Investigations Processing (eQIP) systems. Familiarity with electronic personnel security clearance administration. Detail-oriented, work with minimal supervision, analytical and problem solving capability. Experience working in complex environments with a high degree of organizational effectiveness. Ability to work successfully in a team environment. Ability to develop relationships with co-workers and employees in other National Academies&rsquo; departments. Excellent communication skills with a proven ability to effectively interact with all levels of employees, contractors, and customers.<br /><strong>Minimum Education/Training Requirements: </strong>Bachelor&rsquo;s degree in a related field or equivalent knowledge.<br /><strong>Minimum Experience: </strong>One year of related professional compliance experience.<br /><strong>Physical Capabilities: </strong>Ability to work at a computer for extended periods of time.<br /><strong>Required Licenses, Certification or Registration: </strong>Ability to obtain and maintain active DOD Top Secret and TS/SCI personnel security clearance.<br /><strong>Supervisory Responsibilities/Controls: </strong>Reports to Manager, Office of Security. Sets objectives with supervisor.
