Overview: <strong>Req. No.:&nbsp;R0001951</strong><br /><br />The Office of Budget &amp; Cost Analysis is looking for a motivated Senior Cost Analyst to add to our existing team. This person will work closely with cross-functional teams to provide direct reporting, analytical, and strategic support. The ideal candidate is driven and resourceful, proactive with strong prioritization skills, has the desire to dive into the data, but also the ability to look at the big picture. <br /><br />The Senior Cost Analyst will help lead budgetary and cost accounting analyses for the institution. This role will independently perform professional-level analysis and complex functions, serving as a resource to staff and management on budget and cost accounting matters. The selected candidate independently solves a full range of problems requiring the identification and analysis of complex variables or problems where precedent may not exist. The Senior Cost Analyst uses best practices and knowledge of internal or external business issues to improve products/services or processes.
Responsibilities: <p><strong>Duties in Budget &amp; Cost Analysis Area:</strong></p> <ul> <li> <p>Develops, maintains, and monitors the operating budgets and indirect rate structure in the financial systems (i.e.- Workday Financials and Workday Adaptive financial systems).&nbsp;</p> </li> <li> <p>Develops tools and monitors quality control related to budget and cost compliance in the financial systems.</p> </li> <li> <p>Conducts cost and variance analyses and prepares reports as required.&nbsp;&nbsp;Develops accurate cost estimates, complex ad hoc reports, and financial models for trend and variance analysis.</p> </li> <li> <p>Serves as a resource to senior management and governing representatives; independently prepares a variety of reporting and other ad hoc analyses. Ensures accuracy and consistency of reporting.&nbsp;</p> </li> <li> <p>Work closely with the Data Analytics Team to create and develop financial reports in Tableau to assist senior management with decision making.</p> </li> </ul> <p>&nbsp;</p> <p><strong>Duties in Financial Administration Area:</strong></p> <ul> <li> <p>Prepares month-end financial reporting and tracks business performance against operating plans and provides monthly, quarterly, and year-to-date variance analysis for management.</p> </li> <li> <p>Assists in the formulation and submission of the annual incurred cost submission and forward pricing rate proposal to the government. Ensures accuracy of submitted information and compliance with government requirements.</p> </li> <li> <p>Coordinates, researches, and respond to Defense Contracting Audit Agency (DCAA) audit requests.</p> </li> <li> <p>Responsible for performing ad-hoc financial analysis to support decision making of senior management.</p> </li> <li> <p>Continuously focus on enhancing forecast methodology and accuracy as well as increasing efficiency through process automation.</p> </li> </ul> <br /> <p><strong>Other Essential Job Duties:</strong></p> <ul> <li> <p>Acts as a liaison with various operating units regarding budget and cost compliance.&nbsp;&nbsp;Meets independently with directors, responsible staff officers, and project staff.&nbsp;&nbsp;Advises staff on financial activities.&nbsp;&nbsp;Brings to the attention of staff potential problems and irregularities.</p> </li> <li> <p>Provides leadership and mentoring to employees.&nbsp;&nbsp;May supervise staff that provides financial administration support to operating units.&nbsp;&nbsp;Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles.&nbsp;&nbsp;Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies.&nbsp;&nbsp;Initiates personnel actions, including performance and compensation reviews and disciplinary actions.</p> </li> <li> <p>Maintains an appropriate standard of confidentiality.&nbsp;&nbsp;When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others.&nbsp;&nbsp;Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Requirements: <p><strong>Minimum Education: </strong>Bachelor's Degree in Finance/Accounting/ Mathematics/Statistics/Information Systems&nbsp;or related field, or equivalent knowledge.&nbsp;&nbsp;Master's Degree or MBA preferred.</p> <p><strong>Minimum Experience: </strong>6 years of related professional experience; two years of which were in a supervisory capacity.</p> <p><strong>Knowledge, Skills, Abilities:</strong></p> <ul> <li> <p>Intermediate to advanced experience in Microsoft Excel, financial modeling, and data analysis.</p> </li> <li> <p>Experience with Workday Financials and Workday Adaptive is a plus.</p> </li> <li> <p>Ability to pivot from spreadsheet to presentation: turn data into tangible business insights.</p> </li> <li> <p>Must be a proactive self-starter with the ability to move workstreams forward independently and under tight deadlines while maintaining attention to detail.</p> </li> <li> <p>High proficiency enthusiasm for creating new reports to drive insight into business-critical metrics.</p> </li> <li> <p>Excellent communication and collaboration skills, particularly the ability to explain complex concepts to non-financial audiences.</p> </li> <li> <p>Ability to successfully work in a team environment and to form and maintain successful working relationships.</p> </li> <li> <p>Ability to manage and maintain privilege, sensitive, and confidential information appropriately.</p> </li> </ul> <br /> <p><strong>Physical Capabilities:</strong>&nbsp;&nbsp;Ability to work at a computer for extended periods of time.</p> <p><strong>Required Licenses, Certification or Registration:</strong>&nbsp;&nbsp;None.</p> <p><strong>Supervisory Responsibilities/Controls:</strong>&nbsp;&nbsp;Reports to Associate Budget Director. An estimated compensation range for this position is $85,040 - $116,930. Compensation offered to the selected candidate will be based on the candidate&rsquo;s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
