Overview: <strong>Req. #:&nbsp;R0002000</strong><br /><br />Assist the Director, Benefits and Director, Human Resources Operations in managing the full scope of activities associated with the development, implementation and execution of a comprehensive benefit program and delivery of services through the Human Resources Service Center (HRSC). Manages assigned special activities and projects. Manages daily tasks for assigned staff. Serves in an acting capacity in absence of the Director, Benefits or Director, HR Operations <br /><br />Works independently, receiving minimal guidance. Applies in-depth professional level knowledge to independently solve a full range of complex problems. Assignments are broadly defined and require judgment and creativity to complete. Defines functional area operating standards and ensures essential procedures are followed based on knowledge of own discipline. As needed, receives guidance from directors. Persuasion, negotiation and compromise involved in interchanges. Supervise HR Service Center staff.
Responsibilities: <ul> <li>Manages a variety of benefit plans with funding methodologies to include fully insured and self-funded active and retiree health benefit plans, 401(a) and 403(b) retirement plans, and 457(b) nonqualified deferred compensation plans.</li> <li>Contributes to benefit plan design and compiles data or materials for renewals and analysis. Independently resolves complex benefit issues and provides direction to vendors and OHR staff. Develops and updates policies and procedures that are in line with plan design and federal/state regulations.</li> <li>Audits benefits activities, identifies risk, and suggests mitigation strategies. Develops and manages test plans and determines impact to current system and business processes for ongoing process improvements, and updates including semi-annual Workday upgrades. Manages invoice reconciliation and conducts reviews to identify integration and carrier issues and manages the resolution.</li> <li>Identifies technical/system benefits issues and process improvements, and coordinates with internal technical team (BSG) to manage updates needed for benefit plan configurations, eligibility rules, Benefit and HR Text. Works closely with BSG on system integrations and facilitates testing coordination with vendors. </li> <li>Manages multi-state and international annual benefits renewal implementation and open enrollment processes.</li> <li>Manages year-end notices distribution, including Summary Annual Reports, Medicare Creditable Coverage Notices, Unsubstantiated FSA claims, and Retiree Benefit Profiles. Reconciles and develops 5500&rsquo;s, annual valuations, discrimination testing.</li> <li>Supports annual audit for retirement plans and retiree welfare benefit plans, including research, analysis and documentation, end/beginning of year transitions, and vendor data consistency.</li> <li>Working with the Senior Data Analyst in OHR, contributes to HRIS reporting development for the HR Service Center and Benefits. Leads ACA reconciliation, reporting and form distribution.</li> <li>Manages HR Operations function. Continually audits employee data to identify discrepancies and issues; collaborates with HRSC team members to address discrepancies and issues. Develops and updates standard procedures in HR operations. </li> <li>Manages HRSC team members. Leads daily activities, providing guidance to staff. Trains and develops staff to successfully perform current responsibilities and encourages development of staff for increased responsibilities. Forms effective teams and cultivates a work environment that fosters teamwork. May mentor staff and initiate personnel actions, including performance and compensation reviews and disciplinary actions. Interprets and ensures consistent application of organizational policies. </li> <li>Manages HR Service Center and benefits projects, including project planning, managing progress, and ensuring projects stay on schedule and are delivered on time.</li> <li>Maintains an appropriate standard of confidentiality. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance. Ensures procedures are in place to maintain and protect confidentiality and to prevent disclosure. Requirements: <p><strong>Required Knowledge, Skills, and Abilities:</strong>&nbsp; Comprehensive knowledge of benefits and and human resources, including federal, state, and local laws and regulations.&nbsp; Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately.&nbsp; Ability to operate independently, and exercise appreciable latitude for independent judgment, discretion, and action, while also operating as a member of a team. Experience working in complex environments with a high degree of organizational effectiveness and human relations skills. Strong analytical, organization, problem solving, and presentation skills. Advanced proficiency in Excel.&nbsp; Strong project management skills, and excellent attention to detail.&nbsp; Ability to analyze benefits and employee demographic data. Ability to develop relationships with co-workers and employees in other departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees. Ability to handle sensitive and confidential information appropriately. Strong initiative and solid judgment skills. Familiarity with a variety of benefit plan design options and funding methodologies, including fully insured and self-funded active and retiree health benefit plans, 401(a) and 403(b) retirement plans, and 457(b) nonqualified deferred compensation plans.</p> <p><strong>Minimum Education/Training Requirements:</strong>&nbsp; Bachelor&rsquo;s Degree in Human Resources or related field, or equivalent knowledge.</p> <p><strong>Minimum Experience:</strong>&nbsp; Eight years of related professional experience. Five years of experience using an HRIS for full cycle HCM and/or Benefits, preferably in Workday.<br /><br /><strong>Compensation: </strong>The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $97,240 - $151,935. Compensation offered to the selected candidate will be based on the candidate&rsquo;s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
