Overview: <strong>Req. #:&nbsp;R0002007<br /></strong><br />The Policy and Global Affairs Division (PGA) seeks to hire a Program Officer (PO) to work on high-profile science diplomacy programs and projects within the International Networks Theme. These include engagements with on critical topics (AI, climate change, food security, the scientific enterprise, and others) with key interlocutors (China, Ukraine, the UK, and others). The PO may also support other themes within PGA.&nbsp;<br /><br />The PO will be responsible for developing and managing one or more of the organization's programs or projects with minimal oversight by the Theme lead; develops project strategy and budget, oversees project staff, and ensures the projects meet objectives. Assembles committees/panels and serves as staff liaison between committee/panel members and the National Academies. Develops prospectuses and raises funds for new projects.<br /><br />Incumbent applies in-depth professional level knowledge to independently solve a full range of complex problems. The work is primarily intellectual or analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete. Incumbent has authority to take whatever action deemed advisable or necessary and is often responsible for overseeing or managing other staff. Typically reports to Senior Program Officer or Theme Lead.
Responsibilities: <ul> <li>Leads assigned projects. Recruits potential committee/panel nominees. Communicates with and facilitates the flow of information among chair, members, consultants, program or project sponsors, and staff. Prepares reports on program or project activities.</li> <li>Designs and manages project(s) of minimal or moderate complexity. In collaboration with supervisor, develops program or project strategy, manages budget, oversees staff, and ensures program or project meets objectives.</li> <li>Identifies and gathers research materials. Conducts background research. Synthesizes and edits research findings and technical data. Determines relevance of data and prepares background papers and technical summaries. Manages reference checking.</li> <li>Organizes meetings that are on-line, hybrid, or in-person. Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries.</li> <li>Develops written materials and coordinates/oversees publication of materials. May edit reports, facilitate response to review, and participate in dissemination activities, including identification and engaging of external organizations, preparing dissemination materials, and conducting dissemination meetings.</li> <li>Manages staff with minimal oversight by Director. Assigns tasks and provides guidance and feedback to staff. Mentors staff and ensures required training is accomplished and participates in performance reviews. Interprets and ensures consistent application of organizational policies.</li> <li>Supports committee members, roundtable members, workshop participants, etc. in all aspects of work, including writing sections of reports based on committee input and review and editing the report for format, consistency, and grammar. Facilitates the response to review, responds to comments and concerns of editors, and prepares the final manuscript for publication.</li> <li>Where applicable, independently plans and implements extensive communications activities related to assigned programs or projects. Creates and maintains materials, web sites, and social media channels to provide interest groups with information generated from and for activities.</li> <li>Represents the program/project within and outside the National Academies. Collaborates with experts and sponsors from government agencies, foundations, schools, and other organizations.</li> <li>Oversees project budget and schedule and authorizes expenditures. As required, collaborates with financial staff to ensure compliance.</li> <li>With Director or Senior Program Officer oversight, conducts background research on topics for new studies, programs, or activities. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects. Where applicable, manages funder/member/alumni relations.</li> </ul>
Requirements: <strong>Required Knowledge, Skills, and Abilities: </strong>Advanced knowledge of scientific, technical, or policy issues in a related discipline. Strong program/project management skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve intellectual problems that are varied and complex using originality and ingenuity. Ability to operate using appreciable latitude for independent judgment and action. Ability to manage and develop projects. Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies' departments, and external constituents through effective communication. Excellent&nbsp;communication skills with a proven ability to effectively interact with all levels of staff and constituents.<br /><strong>Minimum Education/Training Requirements: </strong>Master&rsquo;s degree in a related field or equivalent knowledge.<br /><strong>Minimum Experience: </strong>Three years of related professional experience. Demonstrated basic proficiency in conveying scientific/technical/policy information in verbal and written form.<br /><br /> <p><strong>Preferred Education:</strong> Ph.D. in related field preferred.<br /><strong>Physical Capabilities:</strong> Ability to work at a computer for extended periods of time. Ability to travel domestically and internationally.<br /><strong>Required Licenses, Certification or Registration: </strong>None.<br /><strong>Supervisory Responsibilities/Controls: </strong>Reports to senior theme lead. General direction is provided. Manages project/program staff with minimal oversight by director/senior program officer.</p> <p><strong>Work Environment:&nbsp;</strong>Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies&rsquo; facilities and to off-site meeting/sponsor locations.<br /><br /><strong>Compensation: </strong>The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $85,040 - $116,930. Compensation offered to the selected candidate will be based on the candidate&rsquo;s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
