Overview: Requisition Number: R0002053<br /> <br /> **Resume and Cover Letter Required**<br /><br />The Senior Program Officer will manage projects primarily in the Transit Cooperative Research Program (TCRP) but may manage projects in other TRB Cooperative Research Programs as needed. The Senior Program Officer will work with expert panels established for the purpose of guiding projects primarily in the TCRP Synthesis of Transit Practice series on a wide variety of Transit topics (e.g., operations, environmental, and administration). The Senior Program officer will be responsible for managing a portfolio of multiple projects, facilitating an expert panel review process, initiating contracts, monitoring research, and evaluating deliverables. The selected candidate will also assist the TCRP Program Manager with administration of the program. <br /><br /><br />The Transportation Research Board (TRB) is one of seven major divisions of the National Research Council—a private, nonprofit institution that is the principal operating agency of the National Academies of Sciences, Engineering, and Medicine in providing services to the government, the public, and the scientific and engineering communities. The Board's mission is to provide leadership in transportation innovation and progress through research and information exchange, conducted within a setting that is objective, interdisciplinary, and multimodal.<br /><br />The TCRP program conducts applied research and produces timely reports and other tools useful to public transportation professionals. The results of TCRP research are used to solve problems for and to introduce innovation to the public transportation industry for the benefit of transit providers, riders, and the public. Responsibilities: <p>(1) Assembling panels of experts;</p> <p>(2) Convening and facilitating expert panel meetings to define synthesis scopes of work, select contractors, and review deliverables;</p> <p>(3) Developing and managing research contracts;</p> <p>(4) Managing contractors&rsquo; performance, project schedule, and deliverables;</p> <p>(5) Reviewing interim and final synthesis reports for clarity, completeness, adherence to CRP format, fulfillment of synthesis objectives, and making recommendations as to acceptability;</p> <p>(6) Critically reviewing a project&rsquo;s progress with recommendations for improvement;</p> <p>(7) Preparing staff forewords for use in published synthesis reports;</p> <p>(8) Providing staff support to TCRP synthesis project selection committee in formulating the annual research program by reviewing and evaluating problems submitted for research;</p> <p>(9) Providing staff support to&nbsp;TCRP project selection committees in formulating annual research programs by reviewing and evaluating problems submitted for research.</p> <p>&nbsp;</p> <p><strong>NONESSENTIAL JOB DUTIES</strong></p> <p>Related duties and special projects as assigned.</p>
Requirements: <p><strong>Required Knowledge, Skills, and Abilities:</strong> Advanced knowledge of the management and operation of Transits or in a related discipline (e.g., environmental, planning). Strong program/project management and facilitation skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve problems using originality and ingenuity. Ability to serve as a resource to others in the resolution of complex problems and issues. Ability to operate using substantial latitude for independent judgment and action. Ability to independently develop and manage multiple and complex projects. Ability to work successfully in a team environment and to form and maintain effective teams. Ability to train and develop staff. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies&rsquo; departments, and external constituents through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of staff and constituents.</p> <p><strong>Minimum Education/Training Requirements: </strong>MS/MA in a related field or equivalent experience.</p> <p><strong>Minimum Experience: </strong>6 years of professional administrative or technical experience in broad areas of Transit management (8 years of related experience is desired) two of which were in a supervisory capacity. Must possess excellent communication abilities, strong organizational skills, and substantial experience in project management, research, report writing, and working with committees or panels of volunteer subject matter experts. Specific experience is desired in transit operations, policy, planning, safety, security, vehicle and equipment design or facilities design and construction.&nbsp;Proficiency in computer applications including Microsoft Word, Outlook, and Excel, Strong ability to quickly understand and learn new software tools such as Workfront, Aptify, and Alchemer.</p> <p><strong>Preferred Education and : </strong>Ph.D. in related field preferred.<br /><strong>Physical Capabilities: </strong>Ability to work at a computer for extended periods of time. Ability to travel.<br /><strong>Required Licenses, Certification or Registration: </strong>None.<br /><strong>Supervisory Responsibilities/Controls:</strong> Typically reports to board/program/division director. General direction is provided. Independently supervises project/program staff.</p> <p><strong>Work Environment:&nbsp;</strong>Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies&rsquo; facilities and to off-site meeting/sponsor locations.</p> <p><strong>Compensation:</strong> The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $97,240 - $151,935. Compensation offered to the selected candidate will be based on the candidate&rsquo;s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
