Overview: Requisition Number: R0002249<br /> <br /> Completes comprehensive analytical and financial administration of benefit programs offered under the Total Rewards Program of the National Academies. Administers benefit plans and programs on behalf of the Office of Human Resources (OHR), including administration, analysis, costing and implementation of health, welfare and retirement programs. Recommends changes to benefits programs, policies, and procedures. Monitors the internal equity and external competitiveness of benefits. Ensures National Academies’ compliance with local, state, and federal legislation related to benefits. Ensures quality customer service is delivered to National Academies’ employees, internal and external customers, and vendors. Serves as a resource to staff within OHR, working closely with the Director, Benefits.<br /><br />
Responsibilities: <p><strong>Plan Administration</strong>: Ensure benefit plans are administered according to established documents and procedures.</p> <p><strong>Invoice Reconciliation</strong>: Review and reconcile benefit invoices, ensuring timely payments and correct allocation of codes.</p> <p><strong>Survey Participation</strong>: Evaluate benefit survey results and recommend adjustments to benefit programs.</p> <p><strong>Cost Analysis</strong>: Monitor benefit program costs and analyze against projections.</p> <p><strong>Renewal Support</strong>: Assist in annual renewal discussions and new vendor implementation.</p> <p><strong>Data Reconciliation</strong>: Reconcile reports or work with vendors for audits and valuations.</p> <p><strong>Vendor Management</strong>: Hold vendors accountable using performance metrics.</p> <p><strong>Communication Management</strong>: Prepare and distribute benefits-related communications.</p> <p><strong>Program Implementation</strong>: Assist in implementing new benefit vendors, programs, and procedures.</p> <p><strong>Compliance Oversight</strong>: Ensure compliance with local, state, and federal legislation. Serve as a liaison for benefit matters with OHR staff, vendors, auditors, and agencies.</p>
Requirements: <strong>Knowledge, Skills, Abilities:</strong> Requires a strong knowledge of benefits administration/business analytics and has the ability to apply both in problem solving. Must have advanced proficiency in Excel and PowerPoint.&nbsp; Actively develops relationships with internal and external stakeholders through proactive and effective communication. Must be familiar with a variety of benefit plan designs, including health and welfare plans, 401(a) and 403(b) retirement plans, and 457(b) nonqualified deferred compensation plans. Maintains comprehensive knowledge of federal and state laws influencing Human Resources and Benefit functions, including ERISA, HIPAA, FMLA, COBRA and ACA regulations.<br /><strong><br />Minimum Education/Training Requirements: </strong>Bachelor&rsquo;s degree in Human Resources or a related field or equivalent knowledge.<br /><strong><br />Minimum Experience: </strong>Three years of professional benefits experience. Experience using HR information systems (Workday preferred).<br /><br /><strong>Required Licenses, Certification or Registration: </strong>Coursework/Certification in benefits programs through the International Foundation of Employee Benefit Plans (CEBS) strongly preferred.<br /><br /> <p><strong>Supervisory Responsibilities/Controls: </strong>Reports to Director, Benefits. Sets objectives with supervisor.</p> <p><strong>Work Environment:&nbsp;</strong>Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies&rsquo; facilities and to off-site meeting/sponsor locations.</p> <p><strong>Compensation Range: </strong></p> <p>The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $68,160 - $85,190. Compensation offered to the selected candidate will be based on the candidate&rsquo;s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters.
