The department is located at the Markham site but provides support to all sites of the corporation. Reporting to the Manager, the Project Manager will oversee and be accountable for capital planning and infrastructure as Markham Stouffville Hospital engages internal and community stakeholders regarding facility planning, design and construction. You will engage with, inform and support external agencies such as the government (Ministry of Health and Long-Term Care, the Local Health Integration Networks, the City of Markham, York Region etc.) and other funding partners, and negotiate and facilitate consensus with municipal bodies and other regulatory authorities to obtain required approvals. Responsibilities: <ul> <li>Coordinating the development of program requirements for new projects including identifying functional requirements.</li> <li>Working with user groups, consultants, contractors and other stakeholders through from planning to construction or installation and commissioning.</li> <li>Arranging for architectural or engineering concept development and studies as well as engage other consultants as required.</li> <li>Preparing cost estimates, ROM, business cases and cost-benefit analyses for project and budget planning purposes.</li> <li>Managing the construction of facility improvement and capital projects.</li> <li>Prepare presentations as well as financial and project approval documentation.</li> <li>Providing assistance in writing scopes of work, technical specifications and guidelines, and recommending sequencing of work.</li> <li>Identifying, researching, and facilitating alternative funding sources or available commercial or federal incentive programs (e.g., LEED, ESCO, AFP, etc.).</li> <li>Developing innovative solutions to complex facility problems.</li> <li>Assisting with the close-out and settlement of the redevelopment project.</li> <li>Ensuring that project procurement activities are conducted in accordance with the Health System&rsquo;s existing and current policies, including the Broader Public Sector Procurement Directive (BPS).</li> <li>Ensuring projects adhere to all Building Code, Fire Code, and the ministry&rsquo;s Capital Planning process and any other relevant guidelines and legislation.</li> <li>Managing Infrastructure and space relocation projects.</li> <li>Assuming other duties and responsibilities as assigned.</li> <li>Controlling project change, risks and contingency within the project life cycle and provide all cost, contingency and project details.</li> <li>Providing a safe working environment in the execution of work directly under the post holder&rsquo;s responsibility, including development of project safety plans and other associated documentation.</li> <li>Identifying risks and developing mitigation strategies.</li> <li>Developing and implementing/disseminating the communication/marketing, training, and change management plans for the project.</li> <li>Reviewing processes to ensure that internal controls are appropriate.</li> <li>Flexibility required for occasional travel in the Greater Toronto Area and to OVH&rsquo;s other sites.</li> </ul>
Requirements: <ul> <li>University Degree in Engineering, construction management, project management or equivalent experience and education will be considered.</li> <li>Minimum 3 years' experience managing medium to large scale projects within a multi-site and/or multi-organization context. Experience in healthcare is an asset.</li> <li>PMP Certification would be considered an asset.</li> <li>Experience planning for major projects including programming, concept development, implementation and construction.</li> <li>Understanding and working knowledge of capital planning strategies, models, and practices required, along with working knowledge of strategies and practices related to the planning, design, construction, and renovations of buildings.</li> <li>Knowledge of institutional construction estimating and procurement practices considered assets and understanding of Alternative Financing and Procurement preferred.</li> <li>Understanding of internal and external policies and guidelines (e.g., Broader Public Sector Procurement Directive, Accessibility for Ontarians with Disabilities Act, Ontario Fire Code, Ontario Building Code, hospital&rsquo;s IPAC/CSA requirements etc.).</li> <li>Candidate must have demonstrated ability to build consensus and foster teamwork among a variety of stakeholders.</li> <li>Proven abilities to read and interpret architectural drawings and relevant health and safety regulations and building codes, along with having proficient computing skills, especially with Microsoft Office applications, financial reporting software, and facility condition software, is required.</li> <li>Knowledge of AutoCAD and Adobe Illustrator preferred.</li> <li>Sound knowledge of facility management principles with exposure/experience in partnering in construction projects would be an asset.</li> <li>Previous experience managing multiple projects and demonstrated ability to work effectively within time deadlines.</li> <li>Exceptional communication, interpersonal, organizational, and planning skills required, along with the ability to analyze, negotiate, and solve problems with a continuous improvement mindset in a fast-paced environment.</li> <li>Ability to work independently or in a team setting.</li> <li>Demonstrated good attendance and performance records with the ability to maintain these same standards.</li> <li>Demonstrates a commitment to a healthy and safe workplace for self and others (staff, patients, families, etc.) by taking all reasonable precautions and working in compliance with hospital-related policies, health and safety legislation and best practices and completing relevant mandatory education as required.</li> </ul> <br /><br /> <p><strong>Who we are:</strong></p> <p>Oak Valley Health is one of Ontario&rsquo;s leading community health care organizations and include Markham Stouffville Hospital, Uxbridge Hospital, and our Reactivation Care Centre.
