Responsibilities: <ul> <li>Directs regional Purchasing and Warehouse operations, including staffing, departmental goals, performance objectives, and operational execution across assigned properties.</li> <li>Translates enterprise procurement and strategic sourcing strategy into practical regional execution, developing and implementing sourcing plans for assigned categories in partnership with key stakeholders and Procurement Leadership.</li> <li>Serves as the regional subject matter expert for the procure-to-pay (P2P) system, including requisitions, purchase orders, receiving, contract lifecycle management (CLM) requests, supplier enablement, and catalogs, ensuring accurate and compliant system usage across properties.</li> <li>Facilitates local and regional contract routing, execution, renewal, and expiration management; prepares executive summaries for contracts requiring leadership approval; and engages Legal appropriately based on contract risk, scope, or redline requirements.</li> <li>Ensures all supplier licensing and jurisdictional requirements are met prior to contract execution.</li> <li>Manages departmental budgets, monitors performance against budget initiatives, validates cost savings, and escalates budget concerns or deviations to leadership.</li> <li>Analyzes regional and local supplier spend to identify savings, consolidation, and compliance opportunities; conducts supplier performance and business reviews; and reviews bid exception documents.</li> <li>Leads team development, performance management, coaching, salary review input, succession planning, and other administrative and human resources activities for the department.</li> <li>Ensures regional properties are represented in regional and national sourcing decisions and comply with approved contract provisions.</li> <li>Partners with property and functional leaders to coordinate category management, strategic sourcing activities, supplier needs, and regional purchasing priorities.</li> <li>Drives continuous improvement in procurement processes, systems, tools, reporting, and standard work across assigned properties, and serves as the first-level escalation point for complex sourcing, contracting, or compliance issues.</li> <li>Delivers agreed-upon savings goals and identifies opportunities to improve total cost of ownership, contract compliance, and supplier performance.</li> <li>Builds cooperative supplier relationships, ensures suppliers are treated professionally, ethically, and fairly, and monitors supplier performance against established standards.</li> <li>Enforces procurement policies, internal controls, and approval authority requirements; leads regional readiness for internal and external audits, including review of SOX narratives; and ensures fulfillment of state, local, and diverse spend requirements and other jurisdictional mandates.</li> <li>Performs special projects and other duties as assigned.</li> </ul> <p><strong><u>KEY SUCCESS MEASURES</u></strong></p> <ul> <li>Achieves regional procurement savings targets and supports budget adherence.</li> <li>Improves contract compliance, supplier performance, and total cost of ownership.</li> <li>Increases percentage of spend aligned to contracted and preferred suppliers and approved programs.</li> <li>Drives adoption of P2P system standards, including reduction in areas that are aligned with national goals and standards.</li> <li>Ensures on-time contract reviews and renewals, with no high-risk contract exceptions left unescalated.</li> <li>Reduces process variation and improves standardization across assigned properties.</li> <li>Maintains reliable availability of goods and services to support property operations.</li> <li>Achieves successful completion of internal and external audits with no repeat findings, and full compliance with licensing, jurisdictional, and diverse spend requirements.</li> <li>Develops, retains, and coaches high-performing procurement and warehouse teams, with strong succession bench strength.</li> </ul>
Requirements: <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must be at least 21 years of age.</p> <ul> <li>Must be able to communicate effectively in English, both orally and in writing.</li> <li>Must be able to obtain appropriate gaming licenses in multiple jurisdictions.</li> <li>Bachelor's degree in business, finance, supply chain, or a related field preferred.</li> <li>Seven or more years of procurement experience, including five or more years in a procurement leadership role.</li> <li>Experience leading remote or geographically dispersed teams.</li> <li>Proven track record creating and implementing strategic sourcing initiatives in a medium- to large-size corporate environment with multiple business units in different states.</li> <li>Demonstrated ability to collaborate across multifunctional teams and multiple geographies.</li> <li>Ability to communicate effectively with all levels of employees and external contacts.</li> <li>Ability to review, understand, and act on procurement, contract, financial, and operational documentation.</li> <li>Ability to direct the work of team members and monitor performance against objectives.</li> <li>Ability to travel as needed.</li> <li>Ability to perform financial analysis and evaluate total cost of ownership factors.</li> <li>Ability to anticipate, assess, and manage risk factors.</li> <li>Strong negotiation and contract skills across a variety of contract types.</li> <li>Experience working directly with internal customer and cross-functional groups.</li> <li>Working knowledge of computerized inventory and eProcurement systems (e.g., Coupa).</li> </ul> <p><strong><u>LANGUAGE SKILLS</u></strong></p> <p>Ability to read, write, and communicate verbally in English.</p> <p><strong><u>REASONING ABILITY</u></strong></p> <p>Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
