Overview: <p>This position will provide administrative consultation on billing and data management tasks to the department&rsquo;s staff.&nbsp; This position will also assist with projects, monitor department tasks, complete reports and provide guidance to staff in the department. This position serves as backup for CIO reporting and tasks.</p>
Responsibilities: <p>Include the following. Other duties may be assigned.</p> <ul> <li>Extract and analyze data from multiple sources for specific studies, trending, and outcomes ensuring information is accurate, comprehensive, and properly prioritized.</li> <li>Responsible to develop and produce reports for agency programs as requested and assigned by the CIO.</li> <li>Implement and coordinate data related projects in conjunction with the CIO; i.e.: Encounters, BH TEDS, PQRS, and Meaningful Use.</li> <li>Acts as Agency HIPAA Privacy Officer.</li> <li>Acts as backup and assists with the preparation of rate configuration and ability to project cost/revenue for proposed programs.</li> <li>Assist with training of department staff in areas of billing, computer, confidentiality, documentation and job tasks particular to position.</li> <li>Acts as backup and assists with the preparation of data submission including performance indicators as required by MDHHS and PIHP.</li> <li>Acts as backup and assists with the preparation and submission of MUNC, HMP UNC, Autism UNC and Sub-Element Reports as required by MDHHS and PIHP.</li> <li>Responsible for oversight, set-up and day to day operations of agency&rsquo;s client EMR.</li> <li>Knowledge of MDHHS and Medicaid Standards, Recipient Rights, HIPAA and Confidentiality Rules. Must remain up to date on any changes in all areas.</li> <li>Knowledge of basic accounting procedures, statistical analysis, fiscal management and reimbursement systems</li> <li>Participates in agency committees as directed.</li> <li>Acts as backup and assists the CEO with the preparation of State and Regional reports, Audits, Grant Submissions, PIHP/State Contract Reviews, and other tasks in the absence of the CIO.</li> </ul>
Requirements: <ul> <li>Bachelor&rsquo;s degree preferred, Associates degree required with the expectation of completion of Bachelor&rsquo;s degree within one year of hire.</li> <li>A minimum of 5 to 10 years experience in billing to third party billers required.</li> <li>A minimum of 3 to 5 years experience in data analysis, data reporting, and/or data management is required.&nbsp;</li> <li>Experience in auditing and project management with EMRs and/or EMR modules is preferred.</li> <li>Three years experience working in the Public Mental Health field in an administrative/support position is preferred.&nbsp;</li> <li>Applicants must have the ability to perform several tasks/projects concurrently and have excellent interpersonal skills.&nbsp;</li> </ul> <p><strong>LANGUAGE SKILLS:</strong></p> <ul> <li>Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.&nbsp;</li> <li>Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.</li> <li>Ability to write speeches and articles for publication that conform to prescribed style and format.&nbsp;</li> <li>Ability to effectively present information to top management, public groups, and/or boards of directors.</li> </ul> <p><strong>MATHEMATICAL SKILLS:</strong></p> Intermediate Skills:&nbsp; <br /> <ul> <li>Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.&nbsp; Has the ability to apply concepts of basic algebra and geometry.</li> </ul> <p><strong>REASONING ABILITY:</strong></p> <ul> <li>Ability to define problems, collects data, establish facts, and draw valid conclusions. Has the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.</li> </ul> <p><strong>CERTIFICATES, LICENSES, REGISTRATIONS:</strong></p> <ul> <li>Valid Michigan Driver&rsquo;s license.</li> </ul> <p><strong>COMPUTER SKILLS</strong></p> <ul> <li>Proficient with all Microsoft Office based programs including Word, Excel and Access database skills.&nbsp; Proficient with EMRs.</li> </ul>
