Overview: This position manages the Human Resources (HR) processes for the College of Urban Planning and Public Affairs (CUPPA). Implements and oversees the College's HR planning, policy administration, leadership development, employee relations, communications, payroll administration and training. Provides counsel to the Associate Deans, Department Heads, Directors, and Business Managers on how best to strategically plan human capital within the college, academic departments, research centers and institutes. Advises the Associate Dean with formulating and implementing policies and procedures relating to human resources within the College. Participates in campus-wide meetings on behalf of the College.
Responsibilities: <ul> <li>Serve as primary resource to the College management and staff regarding HR issues that arise throughout the College.</li> <li>Oversee the management and coordination of the Human Resources (HR) processes within CUPPA.</li> <li>Oversee the College wide recruiting and search efforts for all position within the College of Engineering Administration including Academic Professionals, Faculty and non-academic positions. Review and approve jobs descriptions, oversee proposed advertising/postings of positions prior to submitting to various campus offices as required.</li> <li>Direct and approve HR transactions for the College&rsquo;s (two (2) academic units and six (6) research centers/institutes and the administrative office of the dean), including: search processes, hiring, terminations, leaves, changes, and other transactional matters.</li> <li>Manage and oversee processes regarding position elimination(s), SUCSS Audits, Labor Relations, FML, SURS Disability and other related matters.</li> <li>Represent the College at employee disciplinary procedures and labor relations meetings. Conduct investigations and decide progressive disciplinary actions. Attend College related disciplinary and grievance hearings.</li> <li>Develop HR policies and procedures as they pertain to the College to ensure compliance with University, Federal, State and Local policies. Recommends related changes, oversees implementation and adherence to policies.</li> <li>Provide counsel and advise to Department Heads, Associate Deans, Directors and other management/leadership positions regarding employee relations matters, problems and subsequent resolutions</li> <li>Provide counsel to the Associate Dean for Administration regarding HR, payroll and other administrative matters impacting the College.</li> <li>Formulate and implement policies and procedures relating to HR and payroll in the College.</li> <li>Prepare HR related reports and analyses as needed.</li> <li>Participate in College and Campus wide committees, focus groups and related teams.</li> <li>Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that a qualified staff exists to meet group objectives.</li> <li>Perform other related duties and participate in special projects as assigned by the Vice Provost.</li> </ul>
Requirements: <ul> <li>Minimum of a bachelor&rsquo;s degree in Human Resources, Labor Relations, Business Administration or a related field.</li> <li>Minimum of 5 years of related and progressive Human Resources experience which should include supervision/management of staff and experience working in a union environment.</li> <li>Excellent communication, organization, analytical, presentation and computer/pc skills including proficiency with Microsoft Office (Excel, Outlook, Word, PowerPoint) and with HR related University Systems.</li> <li>Familiarity (or ability to learn) University systems for all HR transaction processing.</li> <li>High organizational skills for documentation and event management. Excellent written and oral communication skills.</li> <li>Budget planning and management.</li> <li>Ability to engage positively with faculty, staff, and students. Liaising with college and administration on HR related matters.</li> </ul>
