Overview: <p>Working under the direction of the Director of Water &amp; Sewer, the position will manage the day-to-day operations of the Divisions of Water and Sewer. This is administrative and supervisory work overseeing the field activities and personnel of the Department of Water &amp; Sewer. This position is also expected to cooperatively participate in project and operational activities with the Director of Municipal Services, the Township Engineer, and other Township management, contractors and consultants. Significant emphasis is placed on maximizing the efficiency and effectiveness of operations. Although general direction is received from the department head, the duties and responsibilities require considerable independent judgment and initiative.</p>
Responsibilities: <p>An employee in this position may be called upon to perform any or all of the following essential job functions, duties and responsibilities. These examples are intended to describe the general nature and level of work to be performed by an employee assigned this classification and are not to be construed as an exhaustive list of all job duties performed in this position.<br /><br /></p> <ul> <li>Supervises the operation, installation, maintenance and repair of piping, water hydrants and gate valves, as well as construction and maintenance of gate wells, manholes, sewer lines, pumps and all ancillary equipment and facilities and all sanitary collection facilities, and repair and reading of water meters for industrial, commercial and residential accounts.</li> <li>Recommends priorities, new policies and procedures to improve the efficiency and effectiveness of operations; reviews major changes and problems with the Director of Water &amp; Sewer.</li> <li>Plans, assigns and supervises the activities of skilled and semi-skilled workers.</li> <li>Evaluates employee performance and performs corrective or disciplinary actions as needed.</li> <li>Evaluates operational needs, such as manpower, parts, materials and equipment.</li> <li>Ensures Township compliance with regulation related to water such as Backflow Prevention Stage 2 Disinfection by-products, lead and copper, bacteriological monitoring and Consumer annual Reports. Performs duties as required by regulation for water supply, NDPES permits and other applicable rules and regulations.</li> <li>Maintains records and reports in compliance with M.I.O.S.H.A. regulations and other applicable laws.</li> <li>Enforces Township safety rules and regulations and ensures proper training of personnel.</li> <li>Supervises and coordinates the resolution of customer complaints and service requests related to the overall operations.&nbsp;</li> <li>Assists the Director in the development and recommendations of budgets, analyzes costs and evaluation of operational performance.</li> <li>Performs liaison duties with other divisions, departments, external agencies and other communities; represents the operations at meetings assigned.</li> <li>Drives personal or Township vehicle as required.</li> <li>Demonstrates regular and predictable attendance.</li> <li>Required to be available to perform duties for operational problems, equipment emergencies, storms, power outages and other emergencies deemed necessary by management after normal working hours, weekends and holidays.</li> <li>Required to work in and adapt to office and field environments, such as constructions sites with all associated hazards as needed. Requirements: <p>The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions, duties and responsibilities of the position.<br /><br /></p> <ul> <li>Supervisory experience in the construction, operation and maintenance of treatment systems and/or water distribution or wastewater systems.</li> <li>Considerable knowledge of the basic principles of municipal organization and management.</li> <li>Must have the ability to maintain electronic records and reporting using work order software.</li> <li>Must have the ability to effectively organize and direct department activities and to analyze and resolve problems.</li> <li>Must have the ability to establish and maintain effective working relationships with Township officials, employees and the general public and communicate effectively in writing and in oral presentations.</li> <li>Possession of a valid State of Michigan Driver&rsquo;s license.</li> <li>Graduation from an accredited high school or GED equivalent.</li> <li>Experience and education requirements can be substituted at the discretion of the&nbsp;Director.</li> </ul> <p><strong>&nbsp;</strong></p> <p><strong><u>PREFERRED ADDITIONAL QUALIFICATIONS:<br /><br /></u></strong></p> <ul> <li>Possession of an MDEQ S-1 Water Distribution Certification.</li> <li>Graduation from an accredited college with a Bachelor's degree in Construction Management or Engineering.</li> <li>MIOSHA Competent Person Certification.</li> <li>MDOT Work Zone Safety Certificate.</li> <li>NIMS Certification 100, 200, 700 levels (DHS).</li> <li>Possession of Confined Space Entry Certification.</li> </ul> <p>&nbsp;</p> <p><strong><u>Physical Abilities and Work Environment:</u></strong></p> <p>&nbsp;</p> <p>The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
