Overview: <p>Under the general direction of the Director of Public Services, the Parks Superintendent is responsible for planning, directing, and supervising the maintenance, operation, and improvement of the Township's parks, municipal grounds, recreation facilities, and custodial services. This position provides leadership to maintenance personnel, oversees daily operations, and ensures Township facilities are maintained in a safe, attractive, and efficient manner.</p> <p class="p1"><span class="s1">The Parks Superintendent is responsible for developing work schedules, managing personnel, coordinating capital improvement and maintenance projects, assisting with budget development and administration, ensuring compliance with safety regulations, and maintaining accurate records utilizing the Township's computerized work order management system. The position collaborates with Township administration, engineers, contractors, consultants, and community organizations to provide exceptional public services and preserve Township assets.</span></p> <p class="p1"><span class="s1">Although work is performed under the general supervision of the Director of Community Services, the Parks Superintendent exercises considerable independent judgment in planning work activities, allocating resources, supervising employees, responding to emergencies, and recommending operational improvements.</span></p>
Responsibilities: <p class="p1"><span class="s1">An employee in this position may be called upon to perform any or all of the following duties. These examples are intended to describe the general nature and level of work performed and are not intended to be an all-inclusive list.</span></p> <ul class="ul1"> <li class="li1"><span class="s1">Plans, organizes, schedules, and directs the daily operations of Township parks, municipal grounds, recreational facilities, and custodial services.</span></li> <li class="li1"><span class="s1">Develops annual and seasonal maintenance programs for parks, athletic fields, playgrounds, landscaping, irrigation systems, trails, and public facilities.</span></li> <li class="li1"><span class="s1">Oversee maintenance and burial operations while ensuring accurate records and respectful service to the public.</span></li> <li class="li1"><span class="s1">Ensures Township facilities are maintained in a clean, safe, attractive, and operational condition.</span></li> <li class="li1"><span class="s1">Coordinates preventive maintenance programs for buildings, park infrastructure, playground equipment, athletic facilities, irrigation systems, vehicles, and maintenance equipment.</span></li> <li class="li1"><span class="s1">Utilizes the City's work order management software (City works) to document maintenance activities, track labor and materials, and monitor operational performance.</span></li> <li class="li1"><span class="s1">Responds to emergencies including severe weather events, flooding, power outages, storm damage, and other incidents affecting Township facilities.</span></li> <li class="li1"><span class="s1">Supervises, assigns, trains, mentors, and evaluates skilled and semi-skilled employees engaged in parks, grounds, custodial, and facility maintenance operations.</span></li> <li class="li1"><span class="s1">Establishes work priorities and schedules to maximize operational efficiency and customer service.</span></li> <li class="li1"><span class="s1">Conducts employee performance evaluations and recommends hiring, promotions, disciplinary actions, and corrective action plans.</span></li> <li class="li1"><span class="s1">Promotes a culture of teamwork, accountability, professionalism, and continuous improvement.</span></li> <li class="li1"><span class="s1">Ensures employees comply with Township policies, collective bargaining agreements, Develops, implements, and enforces safe work practices in accordance with OSHA, MIOSHA, and Township policies.</span></li> <li class="li1"><span class="s1">Conducts regular safety meetings, inspections, and employee training.</span></li> <li class="li1"><span class="s1">Ensures playgrounds comply with current playground safety standards and inspection requirements.</span></li> <li class="li1"><span class="s1">Investigates accidents, prepares reports, and recommends corrective actions to reduce workplace hazards.</span></li> <li class="li1"><span class="s1">Assists in preparing and administering the annual operating and capital budgets for the Parks Division.</span></li> <li class="li1"><span class="s1">Monitors expenditures and recommends cost-effective purchasing strategies.</span></li> <li class="li1"><span class="s1">Coordinates procurement of equipment, materials, supplies, and contracted services.</span></li> <li class="li1"><span class="s1">Assists in fleet and equipment replacement planning and long-range capital improvement planning.</span></li> <li class="li1"><span class="s1">Maintains accurate inventories of equipment, supplies, and park assets.</span></li> <li class="li1"><span class="s1">Coordinates Park improvement projects, facility renovations, landscaping improvements, playground installations, and infrastructure maintenance.</span></li> <li class="li1"><span class="s1">Oversees contractors and consultants performing work within Township parks and facilities.</span></li> <li class="li1"><span class="s1">Collaborates with Township departments, engineers, architects, utilities, and regulatory agencies on construction and improvement projects.</span></li> <li class="li1"><span class="s1">Responds professionally to resident concerns, service requests, and inquiries.</span></li> <li class="li1"><span class="s1">Represents Community Services at meetings, community events, and public presentations as assigned.</span></li> <li class="li1"><span class="s1">Develop effective working relationships with Township staff, elected officials, contractors, consultants, volunteers, community organizations, and the public.</span></li> <li class="li1"><span class="s1">Serves as an essential employee during emergencies.</span></li> <li class="li1"><span class="s1">Responds after normal business hours, including evenings, weekends, and holidays, for emergencies affecting Township operations.</span></li> <li class="li1"><span class="s1">Assists with snow removal, storm response, emergency debris removal, and other public.</span></li> </ul>
Requirements: <p class="p1">The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions, duties and responsibilities of the position.</p> <ul class="ul1"> <li class="li2"><span class="s1">Thorough knowledge of municipal park operations, grounds maintenance, landscaping, playground maintenance, operations, custodial services, and facility maintenance.</span></li> <li class="li2"><span class="s1">Knowledge of OSHA/MIOSHA safety regulations and safe work practices.</span></li> <li class="li2"><span class="s1">Knowledge of budgeting, purchasing, project management, and municipal operations.</span></li> <li class="li2"><span class="s1">Ability to supervise, motivate, and develop employees.</span></li> <li class="li2"><span class="s1">Strong leadership, organizational, and decision-making skills.</span></li> <li class="li2"><span class="s1">Excellent verbal, written, and interpersonal communication skills.</span></li> <li class="li2"><span class="s1">Ability to prepare reports, maintain records, and utilize computer software including Microsoft Office and computerized maintenance systems.</span></li> <li class="li2"><span class="s1">Ability to establish and maintain effective working relationships with employees, elected officials, contractors, consultants, and the public.</span></li> <li class="li2"><span class="s1">Ability to analyze operational problems, develop practical solutions, and manage multiple priorities simultaneously.</span></li> <li class="li2"><span class="s1">works operations when necessary.</span></li> </ul> <p class="p2"><strong>Minimum Qualifications</strong></p> <ul class="ul1"> <li class="li2"><span class="s1">High school diploma or GED.</span></li> <li class="li2"><span class="s1">Valid Michigan Driver's License with an acceptable driving record.</span></li> <li class="li2"><span class="s1">Five (5) years of progressively responsible experience in municipal parks, grounds, facilities maintenance, public works, or closely related operations.</span></li> <li class="li2"><span class="s1">Three (3) years of supervisory or management experience directing maintenance personnel.</span></li> <li class="li2"><span class="s1">Experience utilizing computerized maintenance management systems (CMMS), such as City works, or similar work order software.</span></li> <li class="li2"><span class="s1">Ability to effectively supervise employees working under collective bargaining agreements.</span></li> </ul> <p class="p2"><strong>Preferred Qualifications</strong></p> <ul class="ul1"> <li class="li2"><span class="s1">Bachelor's degree in Parks and Recreation Administration, Public Administration, Facilities Management, Landscape Management, Horticulture, Construction Management, Engineering, or a related field.</span></li> <li class="li2"><span class="s1">Equivalent combination of education and progressively responsible experience may be considered.</span></li> <li class="li2"><span class="s1">Playground Safety Inspector Certification (CPSI).</span></li> <li class="li2"><span class="s1">Michigan Commercial Pesticide Applicator License.</span></li> <li class="li2"><span class="s1">Certified Arborist designation.</span></li> <li class="li2"><span class="s1">Experience with municipal budgeting, capital planning, and asset management.</span></li> <li class="li2"><span class="s1">Experience managing athletic field maintenance, irrigation systems and park infrastructure.</span></li> </ul> <p class="p1"><span class="s1"><strong>Physical Abilities and Work Environment<br /></strong></span>The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
